The World Water Council (WWC) is a United Nations Educational, Scientific and Cultural Organization (UNESCO) affiliated non-governmental organization which is legally incorporated in Marseille, France. WWC membership is subject to annual membership fees. The ultimate authority of the World Water Council is the General Assembly of Members. The Council is financed primarily through membership fees and additional support is provided by the host City of Marseilles. Three major trends confronting the WWC are: (i) the phenomenal increase in private sector investment in water services and its accompanying emergence of private control over a sector that up till recently tended to be run by state institutions; (ii) the continuing clarification and concretisation of the human right to water; and (iii) the development of the alter-globalisation concept as an alternative to the binary private-run vs. state-run polemic that has hitherto dominated the discussions on water.
