Abstract: A longstanding goal of the European Union (EU) is to promote efficient trading between price zones via electricity interconnection to achieve a single electricity market between the EU countries This paper uses a power system model (PLEXOS-EU) to simulate one vision of the 2030 EU electricity market based on European Commission studies to determine the effects of a new interconnector between France and the Single Electricity Market of Ireland and Northern Ireland (SEM) We use the same tool to understand the effects of investment in storage, and the effects of the interaction between storage and additional interconnection Our results show that both investments in interconnection and storage reduce wholesale electricity prices in France and Ireland as well as reduce net revenues of thermal generators in most scenarios in both countries However, France is only marginally affected by the new interconnector Renewable generators see a modest increase in net revenues The project has the potential for a positive impact on welfare in Ireland if costs are shared between countries and remain below 45 million €/year for the scenarios examined The owners of the new interconnector between France and SEM see increased net revenues in the scenarios without storage When storage is included in the system, the new interconnector becomes less profitable

TL;DR: In this article, the impact of broadband infrastructure, along with a range of other local charac- teristics such as motorways and other infrastructure, availability of human capital and access to third level educational facilities, on the location of new business establishments was analyzed.
Abstract: This paper analyses the impact of broadband infrastructure, along with a range of other local charac- teristics such as motorways and other infrastructure, availability of human capital and access to third level educational facilities, on the location of new business establishments. The sample period spans the intro- duction and recent history of broadband in Ireland. The results indicate that the availability of broadband infrastructure is a significant determinant, but its effects may be mediated by the presence of sufficiently high human capital in an area.

TL;DR: In this paper, the authors identify market forces which induce employers to provide training in Ireland and investigate if they are present in sufficient strength in the consumer service sectors with a high concentration of low-skill jobs to provide a basis to upgrade such jobs.
Abstract: This paper identifies market forces which induce employers to provide training in Ireland. It investigates if they are present in sufficient strength in the consumer service sectors with a high concentration of low‐skill jobs to provide a basis to upgrade such jobs. Data from a survey of firms on training incidence, duration, and cost are used in OLS regressions to investigate the determinants of training at national and sector level. The results show that firm size, the proportion of skilled workers, foreign ownership, perception of changing skill requirements and tightness of the labour market all influence employers' training decisions. Analysis of sector‐specific effects indicates that firms in consumer service sectors are unlikely to respond to market forces by increasing training to a level which would encompass low‐skill jobs. However, policies involving the school system and company‐based training could help to enhance low‐skill jobs in consumer service sectors.
