Abstract: This article shows a procedure for IIR digital filters implementation using MatLab System Generator for testing and verification of results. In this particular case, the IIR filters are expressed in a State-Space representation, and the coefficients of the filter matrix are given in a fixed point format. This procedure aims to make implementations on devices with finite accuracy. Thus, the implementation is done using a state equation model with balanced realizations because of its numerical properties. The balanced forms exhibit low sensitivity to parameter variations, and avoid, to some extent, the numeric overflow. A user interface is designed in order to enter the filter transfer function or the filter state equation, and it automatically generates the VHDL language in a standard format compatible with the format used in a Black Box object of the System Generator. In this work, a 4th order low-pass Butterworth filter was implemented as an example of the methodology in a Xilinx FPGA device. The practical results obtained are shown.

Abstract: This document analyzes the public security policies in the city of Bogota, formulated on the premise that there is a correlation between criminality and the so called “objective causes of the confl ict”. In spite of the empirical evidence of the bibliographic review, it shows that the correlation is not signifi cant. In order to demonstrate this, a behavioral criminal model was developed to explain the phenomenon as a competition in which delinquents compete among themselves forming a structure that improves the productivity of the criminal network. This way, the risk of a moral issue is eliminated. The latter idea is the central hypothesis of the article that pretends to refute the objective causes of criminal conduct in order to analyze citizen security. It is worth clarifying that the empirical evidence is preliminary because it was impossible to access neither the National Police data base, nor the 2003 victimization survey which was declared a booking statistics by the Colombian Government. Lastly, this article pretends to open a debate about the way in which the criminal policy must be assessed.

Abstract: This article exalts the recognition of the members of the Public Force as victims of the Colombian internal conflict despite the normative and jurisprudential restriction of the Law 1448 of 2011 (Par. 1, Art. 3), which overlooks the mandates of international humanitarian law and international human rights laws. These laws grant victimhood to “all persons” without discrimination and establish the State’s duty to provide (for all) measures of attention, aid, and integral reparation. In the case of Colombian police and military officers, their human dignity and right to equality are being violated.

Abstract: Objective: Occupational safety and health are intended to improve the quality of life of workers by providing them with favorable working conditions that contribute to integral development as a person. Methodology: That is why it was important to determine the environmental conditions to which teachers and workers of the Salvador Deliveries Educational Institution of the Barranquilla district are exposed, through the GTC 45 hazard matrix. Results y conclusions: Qualitatively concluded that the dangers are: very high locative, very high biological, very high psychosocial; on the contrary, the physicist and the public are between medium and low. Some recommendations are made for their respective controls.
