Abstract: Nature-based solutions promoting green and blue urban areas have significant potential to decrease the vulnerability and enhance the resilience of cities in light of climatic change. They can thereby help to mitigate climate change-induced impacts and serve as proactive adaptation options for municipalities. We explore the various contexts in which nature-based solutions are relevant for climate mitigation and adaptation in urban areas, identify indicators for assessing the effectiveness of nature-based solutions and related knowledge gaps. In addition, we explore existing barriers and potential opportunities for increasing the scale and effectiveness of nature-based solution implementation. The results were derived from an inter- and transdisciplinary workshop with experts from research, municipalities, policy, and society. As an outcome of the workshop discussions and building on existing evidence, we highlight three main needs for future science and policy agendas when dealing with nature-based solutions: (i) produce stronger evidence on nature-based solutions for climate change adaptation and mitigation and raise awareness by increasing implementation; (ii) adapt for governance challenges in implementing nature-based solutions by using reflexive approaches, which implies bringing together new networks of society, nature-based solution ambassadors, and practitioners; (iii) consider socio-environmental justice and social cohesion when implementing nature-based solutions by using integrated governance approaches that take into account an integrative and transdisciplinary participation of diverse actors. Taking these needs into account, nature-based solutions can serve as climate mitigation and adaptation tools that produce additional cobenefits for societal well-being, thereby serving as strong investment options for sustainable urban planning.

Abstract: Understanding the dynamics of urban ecosystem services is a necessary requirement for adequate planning, management, and governance of urban green infrastructure. Through the three-year Urban Biodiversity and Ecosystem Services (URBES) research project, we conducted case study and comparative research on urban biodiversity and ecosystem services across seven cities in Europe and the United States. Reviewing > 50 peer-reviewed publications from the project, we present and discuss seven key insights that reflect cumulative findings from the project as well as the state-of-the-art knowledge in urban ecosystem services research. The insights from our review indicate that cross-sectoral, multiscale, interdisciplinary research is beginning to provide a solid scientific foundation for applying the ecosystem services framework in urban areas and land management. Our review offers a foundation for seeking novel, nature-based solutions to emerging urban challenges such as wicked environmental change issues.

Abstract: Although the design of participatory processes to manage social-ecological systems needs to be adapted to local contexts, it is unclear which elements of process design might be universal. We use empirical evidence to analyze the extent to which context and process design can enable or impede stakeholder participation and facilitate beneficial environmental and social outcomes. To explore the role of design and minor variations in local context on the outcomes of participatory processes, we interviewed participants and facilitators from 11 case studies in which different process designs were used to select sustainable land management options in Spain and Portugal. We analyzed interview data using quantitative and qualitative approaches. Results showed that although some aspects of local context affected process outcomes, factors associated with process design were more significant. Processes leading to more beneficial environmental and social outcomes included the following: the legitimate representation of stakeholders; professional facilitation including structured methods for aggregating information and balancing power dynamics among participants; and provision of information and decision-making power to all participants. Although processes initiated or facilitated by government bodies led to significantly less trust, information gain, and learning, decisions in these processes were more likely to be accepted and implemented. To further test the role of context in determining the outcomes of participation, we interviewed facilitators from a process that was replicated across 13 dryland study sites around the world, reflecting much greater national variations in context. The similarity of outcomes across these sites suggested that the socio-cultural context in which the process was replicated had little impact on its outcomes, as long as certain design principles were fulfilled. Overall, our findings provide a solid empirical basis for good practice in the design of participatory processes in the management of social-ecological systems.

Abstract: A rise in qualitative social science manuscripts published in ecology and conservation journals speaks to the growing awareness of the importance of the human dimension in maintaining and improving Earth’s ecosystems. Given the rise in the quantity of qualitative social science research published in ecology and conservation journals, it is worthwhile quantifying the extent to which this research is meeting established criteria for research design, conduct, and interpretation. Through a comprehensive review of this literature, we aimed to gather and assess data on the nature and extent of information presented on research design published qualitative research articles, which could be used to judge research quality. Our review was based on 146 studies from across nine ecology and conservation journals. We reviewed and summarized elements of quality that could be used by reviewers and readers to evaluate qualitative research (dependability, credibility, confirmability, and transferability); assessed the prevalence of these elements in research published in ecology and conservation journals; and explored the implications of sound qualitative research reporting for applying research findings. We found that dependability and credibility were reasonably well reported, albeit poorly evolved in relation to critical aspects of qualitative social science such as methodology and triangulation, including reflexivity. Confirmability was, on average, inadequately accounted for, particularly with respect to researchers’ ontology, epistemology, or philosophical perspective and their choice of methodology. Transferability was often poorly developed in terms of triangulation methods and the suitability of the sample for answering the research question/s. Based on these findings, we provide a guideline that may be used to evaluate qualitative research presented in ecology and conservation journals to help secure the role of qualitative research and its application to decision making.

Abstract: In the context of accelerated global change, the concept of resilience, with its roots in ecological theory and complex adaptive systems, has emerged as the favored framework for understanding and responding to the dynamics of change. Its transfer from ecological to social contexts, however, has led to the concept being interpreted in multiple ways across numerous disciplines causing significant challenges for its practical application. The aim of this paper is to improve conceptual clarity within resilience thinking so that resilience can be interpreted and articulated in ways that enhance its utility and explanatory power, not only theoretically but also operationally. We argue that the current confusion and ambiguity within resilience thinking is problematic for operationalizing the concept within policy making. To achieve our aim, we interrogate resilience interpretations used within a number of academic and practice domains in the forefront of contending with the disruptive and sometimes catastrophic effects of global change (primarily due to climate change) on ecological and human-nature systems. We demonstrate evolution and convergence among disciplines in the interpretations and theoretical underpinnings of resilience and in engagement with cross-scale considerations. From our analysis, we identify core conceptual elements to be considered in policy responses if resilience is to fulfill its potential in improving decision making for change. We offer an original classification of resilience definitions in current use and a typology of resilience interpretations. We conclude that resilience thinking must be open to alternative traditions and interpretations if it is to become a theoretically and operationally powerful paradigm.

Abstract: Although ecosystem services are increasingly recognized as benefits people obtain from nature, we still have a poor understanding of how they actually enhance multidimensional human well-being, and how well-being is affected by ecosystem change. We develop a concept of “ecosystem service elasticity” (ES elasticity) that describes the sensitivity of human well-being to changes in ecosystems. ES Elasticity is a result of complex social and ecological dynamics and is context dependent, individually variable, and likely to demonstrate nonlinear dynamics such as thresholds and hysteresis. We present a conceptual framework that unpacks the chain of causality from ecosystem stocks through flows, goods, value, and shares to contribute to the well-being of different people. This framework builds on previous conceptualizations, but places multidimensional well-being of different people as the final element. This ultimately disaggregated approach emphasizes how different people access benefits and how benefits match their needs or aspirations. Applying this framework to case studies of individual coastal ecosystem services in East Africa illustrates a wide range of social and ecological factors that can affect ES elasticity. For example, food web and habitat dynamics affect the sensitivity of different fisheries ecosystem services to ecological change. Meanwhile high cultural significance, or lack of alternatives enhance ES elasticity, while social mechanisms that prevent access can reduce elasticity. Mapping out how chains are interlinked illustrates how different types of value and the well-being of different people are linked to each other and to common ecological stocks. We suggest that examining chains for individual ecosystem services can suggest potential interventions aimed at poverty alleviation and sustainable ecosystems while mapping out of interlinkages between chains can help to identify possible ecosystem service trade-offs and winners and losers. We discuss conceptual and practical challenges of applying such a framework and conclude on its utility as a heuristic for structuring interdisciplinary analysis of ecosystem services and human well-being.

Abstract: The study of cognition can provide key insights into the social dimension of coupled social-ecological systems. Values are a fundamental aspect of cognition, which have largely been neglected within the social-ecological systems literature. Values represent the deeply held, emotional aspects of people’s cognition and can complement the use of other cognitive constructs, such as knowledge and mental models, which have so far been better represented in this area of study. We provide a review of the different conceptualizations of values that are relevant to the study of human-environment interactions: held, assigned, and relational values. We discuss the important contribution values research can make toward understanding how social-ecological systems function and to improving the management of these systems in a practical sense. In recognizing that values are often poorly defined within the social-ecological systems literature, as in other fields, we aim to guide researchers and practitioners in ensuring clarity when using the term in their research. This can support constructive dialogue and collaboration among researchers who engage in values research to build knowledge of the role and function of values, and hence cognition more broadly, within a social-ecological systems context.

Abstract: European countries face increasing flood risks due to urbanization, increase of exposure and damage potential, and the effects of climate change In literature and in practice, it is argued that a diversification of strategies for flood risk management (FRM) - including flood risk prevention (through pro-active spatial planning), flood defense, flood risk mitigation, flood preparation and flood recovery - makes countries more flood resilient While this thesis is plausible, it should still be empirically scrutinized This paper aims to do this Drawing on existing literature we operationalize the notion of "flood resilience" into three capacities: capacity to resist; capacity to absorb and recover; and capacity to transform and adapt Based on findings from the EU FP7 project STAR-FLOOD, we explore the degree of diversification of FRM strategies and related flood risk governance arrangements at the national level in Belgium, England, France, The Netherlands, Poland and Sweden, as well as these countries' achievement in terms of the three capacities We found that The Netherlands and to a lesser extent Belgium have a strong "capacity to resist", France a strong "capacity to absorb and recover" and especially England a high capacity to transform and adapt Having a diverse portfolio of FRM strategies in place may be conducive to high achievements related to the capacities to absorb/recover and to transform and adapt Hence, we conclude that diversification of FRM strategies contributes to resilience However, the diversification thesis should be nuanced in the sense that there are different ways to be resilient First, the three capacities imply different rationales and normative starting points for flood risk governance, the choice between which is inherently political Second, we found trade-offs between the three capacities, eg being resistant seems to lower the possibility to be absorbent Third, to explain countries' achievements in terms of resilience, the strategies' feasibility in specific physical circumstances and their fit in existing institutional contexts (appropriateness) as well as the establishment of links between strategies, through bridging mechanisms, have also been shown to be crucial factors The paper provides much needed reflection on the implications of this diagnosis for governments, private parties and citizens who want to increase flood resilience

Abstract: Global environmental change requires responses that involve marked or qualitative changes in individuals, institutions, societies, and cultures. Yet, while there has been considerable effort to develop theory about such processes, there has been limited research on practices for facilitating transformative change. We present a novel pathways approach called Three Horizons that helps participants work with complex and intractable problems and uncertain futures. The approach is important for helping groups work with uncertainty while also generating agency in ways not always addressed by existing futures approaches. We explain how the approach uses a simple framework for structured and guided dialogue around different patterns of change by using examples. We then discuss some of the key characteristics of the practice that facilitators and participants have found to be useful. This includes (1) providing a simple structure for working with complexity, (2) helping develop future consciousness (an awareness of the future potential in the present moment), (3) helping distinguish between incremental and transformative change, (4) making explicit the processes of power and patterns of renewal, (5) enabling the exploration of how to manage transitions, and (6) providing a framework for dialogue among actors with different mindsets. The complementarity of Three Horizons to other approaches (e.g., scenario planning, dilemma thinking) is then discussed. Overall, we highlight that there is a need for much greater attention to researching practices of transformation in ways that bridge different kinds of knowledge, including episteme and phronesis. Achieving this will itself require changes to contemporary systems of knowledge production. The practice of Three Horizons could be a useful way to explore how such transformations in knowledge production and use could be achieved.

Abstract: When environmental processes cut across socioeconomic boundaries, traditional top-down government approaches struggle to effectively manage and conserve ecosystems. In such cases, governance arrangements that foster multiactor collaboration are needed. The effectiveness of such arrangements, however, depends on how well any ecological interdependencies across governed ecosystems are aligned with patterns of collaboration. This inherent interdisciplinary and complex problem has impeded progress in developing a better understanding of how to govern ecosystems for conservation in an increasingly interconnected world. We argue for the development of empirically informed theories, which are not only able to transcend disciplinary boundaries, but are also explicit in taking these complex social-ecological interdependences into account. We show how this emerging research frontier can be significantly improved by incorporating recent advances in stochastic modeling of multilevel social networks. An empirical case study from an agricultural landscape in Madagascar is reanalyzed to demonstrate these improvements.

Abstract: Widespread flooding in June 2013 caused damage costs of €6 to 8 billion in Germany, and awoke many memories of the floods in August 2002, which resulted in total damage of €11.6 billion and hence was the most expensive natural hazard event in Germany up to now. The event of 2002 does, however, also mark a reorientation toward an integrated flood risk management system in Germany. Therefore, the flood of 2013 offered the opportunity to review how the measures that politics, administration, and civil society have implemented since 2002 helped to cope with the flood and what still needs to be done to achieve effective and more integrated flood risk management. The review highlights considerable improvements on many levels, in particular (1) an increased consideration of flood hazards in spatial planning and urban development, (2) comprehensive property-level mitigation and preparedness measures, (3) more effective flood warnings and improved coordination of disaster response, and (4) a more targeted maintenance of flood defense systems. In 2013, this led to more effective flood management and to a reduction of damage. Nevertheless, important aspects remain unclear and need to be clarified. This particularly holds for balanced and coordinated strategies for reducing and overcoming the impacts of flooding in large catchments, cross-border and interdisciplinary cooperation, the role of the general public in the different phases of flood risk management, as well as a transparent risk transfer system. Recurring flood events reveal that flood risk management is a continuous task. Hence, risk drivers, such as climate change, land-use changes, economic developments, or demographic change and the resultant risks must be investigated at regular intervals, and risk reduction strategies and processes must be reassessed as well as adapted and implemented in a dialogue with all stakeholders.

Abstract: Dramatic changes in ecosystem services have motivated recent work characterizing their interactions, including identifying trade-offs and synergies. Although time is arguably implicit in these ideas of trade-offs and synergies (e.g., temporal dynamics or changes in ecosystem services), such interactions are routinely inferred based on the spatial relationships among ecosystem services alone (e.g., spatial concordance of ecosystem services indicates synergies, whereas incongruence signifies trade-offs). The limitations of this approach have not been fully explored. We quantified ecosystem service interactions using correlations among contemporary ecosystem services and compared these results to those derived by incorporating change in ecosystem services from an earlier decade. To document change over ~60 years in an urbanizing floodplain, we used aerial photography to map multiple floodplain-associated ecosystem services. Our results demonstrate how incorporating landscape baselines can influence measured synergies and trade-offs. Spatial correlations among contemporary ecosystem services missed several interactions that were detected when using prior baseline ecosystem services. Ignoring the history of ecosystem services and their change over time may result in missed opportunities to foster their synergies and lead to unnecessary trade-offs. Efforts to incorporate ecosystem services into land management should include long-term monitoring and baseline reconstructions of ecosystem services.

Abstract: There is increasing advocacy for inclusive community-based approaches to environmental management, and growing evidence that involving communities improves the sustainability of social-ecological systems. Most community-based approaches rely on partnerships and knowledge exchange between communities, civil society organizations, and professionals such as practitioners and/or scientists. However, few models have actively integrated more horizontal knowledge exchange from community to community. We reflect on the transferability of community owned solutions between indigenous communities by exploring challenges and achievements of community peer-to-peer knowledge exchange as a way of empowering communities to face up to local environmental and social challenges. Using participatory visual methods, indigenous communities of the North Rupununi (Guyana) identified and documented their community owned solutions through films and photostories. Indigenous researchers from this community then shared their solutions with six other communities that faced similar challenges within Guyana, Suriname, Venezuela, Colombia, French Guiana, and Brazil. They were supported by in-country civil society organizations and academics. We analyzed the impact of the knowledge exchange through interviews, field reports, and observations. Our results show that indigenous community members were significantly more receptive to solutions emerging from, and communicated by, other indigenous peoples, and that this approach was a significant motivating force for galvanizing communities to make changes in their community. We identified a range of enabling factors, such as building capacity for a shared conceptual and technical understanding, that strengthens the exchange between communities and contributes to a lasting impact. With national and international policy-makers mobilizing significant financial resources for biodiversity conservation and climate change mitigation, we argue that the promotion of community owned solutions through community peer-to-peer exchange may deliver more long-lasting, socially and ecologically integrated, and investment-effective strategies compared to top-down, expert led, and/or foreign-led initiatives.

Abstract: There are fundamental spatial and temporal disconnects between the specific policies that have been crafted to address our wildfire challenges. The biophysical changes in fuels, wildfire behavior, and climate have created a new set of conditions for which our wildfire governance system is poorly suited to address. To address these challenges, a reorientation of goals is needed to focus on creating an anticipatory wildfire governance system focused on social and ecological resilience. Key characteristics of this system could include the following: (1) not taking historical patterns as givens; (2) identifying future social and ecological thresholds of concern; (3) embracing diversity/heterogeneity as principles in ecological and social responses; and (4) incorporating learning among different scales of actors to create a scaffolded learning system.

Abstract: The Water Framework Directive (WFD) is arguably the most ambitious piece of European Union (EU) legislation in the field of water. The directive defines a general framework for integrated river basin management in Europe with a view to achieving “good water status” by 2015. Institutional novelties include, among others, water management at hydrological scales, the involvement of nonstate actors in water planning, and various economic principles, as well as a common strategy to support EU member states during the implementation of the directive. More than 15 years after the adoption of the WFD, and with the passing of an important milestone, 2015, we believe it is time for an interim assessment. This article provides a systematic review of existing scholarship on WFD implementation. We identify well-documented areas of research, describe largely unchartered territories, and suggest avenues for future studies. Methodologically, we relied on a meta-analysis. Based on a codebook of more than 35 items, we analyzed 89 journal articles reporting on the implementation of the directive in EU member states. Our review is organized around three major themes. The first is “who, when, and where”; we explore publication patterns, thereby looking into authors, timelines, and target journals. The second is “what”; we analyze the object of study in our source articles with a particular focus on case study countries, policy levels, the temporal stage of WFD implementation, and if the directive was not studied in its entirety, the aspect of the WFD that received scholarly attention. The third is “how,” i.e., theoretical and methodological choices made when studying the WFD.

Abstract: Social systems in mountain regions are exposed to a number of disturbances, such as climate change. Calls for conceptual and practical approaches on how to address climate change have been taken up in the literature. The resilience concept as a comprehensive theory-driven approach to address climate change has only recently increased in importance. Limited research has been undertaken concerning tourism and resilience from a network governance point of view. We analyze tourism supply chain networks with regard to resilience to climate change at the municipal governance scale of three Alpine villages. We compare these with a planned destination management organization (DMO) as a governance entity of the same three municipalities on the regional scale. Network measures are analyzed via a quantitative social network analysis (SNA) focusing on resilience from a tourism governance point of view. Results indicate higher resilience of the regional DMO because of a more flexible and diverse governance structure, more centralized steering of fast collective action, and improved innovative capacity, because of higher modularity and better core-periphery integration. Interpretations of quantitative results have been qualitatively validated by interviews and a workshop. We conclude that adaptation of tourism-dependent municipalities to gradual climate change should be dealt with at a regional governance scale and adaptation to sudden changes at a municipal scale. Overall, DMO building at a regional scale may enhance the resilience of tourism destinations, if the municipalities are well integrated.

Abstract: In response to widespread water quality and quantity issues, the New Zealand Government has recently embarked on a number of comprehensive freshwater management reforms, developing a raft of national discussion and policy documents such as "Freshwater Reform 2013 and Beyond" and a National Policy Statement for freshwater management (NPS-FM 2014). Recent resource management reforms and amendments (RMA 2014), based on previous overarching resource management legislation (RMA 1991), set out a new approach and pathway to manage freshwater nationwide. Internationally, there is an increasing trend to engage with indigenous communities for research and collaboration, including indigenous groups as active participants in resource management decision making. What is driving this change toward more engagement and collaboration with indigenous communities is different for each country, and we document the progress and innovation made in this area in New Zealand. The indigenous rights of Māori in New Zealand are stated in the 1840 Treaty of Waitangi and in many forms of New Zealand's legislation. Local and central governments are eager to include local indigenous Māori groups (iwi/hapū) in freshwater management planning processes through meaningful engagement and collaboration. Key to the success of collaborative planning processes for Māori are enduring relationships between local government and Māori, along with adequate resourcing for all partners contributing to the collaborative process. A large number of shared governance and management models for natural resource management have emerged in New Zealand over the past 20 years, and some recent examples are reviewed. We provide some discussion to improve understanding and use of the terms used in these management models such as cogovernance, comanagement, and coplanning, and describe some of the more important frameworks and tools being developed with Māori groups (e.g., iwi/hapū), to strengthen Māori capacity in freshwater management and to support good collaborative process and planning.

Abstract: My aim is to conceptualize power using social science theory and to demonstrate why and how the concept of power can complement resilience studies and other analyses of social-ecological interaction. Social power as a scientific concept refers to the ability to influence both conduct and context. These two dimensions of power (conduct and context) can be observed by differentiating between various sources of power, including, for example, technology or mental power. The relevance of the conceptualization of power presented here is illustrated with the example of fire as a source of social-ecological power. I conclude by discussing how attention to power can help to address issues of social justice and responsibility in social-ecological interactions.

Abstract: Several of the world's largest deltas have recently been conceptualized as social-ecological delta systems. Although such conceptualizations are valuable in emphasizing complex interaction between social actors and ecological processes in deltas, they do not go into specific dynamics that surround technological developments in the hydraulic domain. By drawing from concepts originating in socio-technical systems research, we stress the importance of technology, particularly the domain of hydraulic engineering, in shaping a delta’s future. Based on two geographically distinct cases of flood management infrastructure in the Dutch delta, we demonstrate the influence of existing hydraulic works, in mutual interaction with social responses and environmental processes, on the development of the congregated delta system over time. The delta trajectory concept is introduced as a way to understand the interplay between social, ecological, and technological systems in deltas. We discuss options to realign unsustainable pathways with more desirable ones. Adaptive delta management presents a policy environment where these messages may be picked up.

Abstract: Countries all over the world face increasing flood risks because of urbanization and the effects of climate change. In Europe, flooding is the most common of all natural disasters and accounts for the largest number of casualties and highest amount of economic damage. The current scientific debate on how urban agglomerations can be made more resilient to these flood risks includes a discussion on how a diversification, coordination, and alignment of flood risk management strategies (FRMSs), including flood risk prevention through proactive spatial planning, flood defense, flood risk mitigation, flood preparation, and flood recovery, can contribute to flood resilience. Although effective implementation of FRMSs can be considered a necessary precondition for resilience, efficient and legitimate flood risk governance can enhance this societal resilience to flooding. Governance and legal research has the potential to provide crucial insights into the debate on how to improve resilience. Yet the social sciences have only looked into this issue in a fragmented manner, often without a comparative scope. This special feature addresses this knowledge gap by focusing on the scope and workings of FRMSs, but also on cross-cutting topics such as uncertainties, distributional effects, solidarity, knowledge management, and citizen participation. The papers included in this feature are written by both policy analysts and legal scholars. The above-mentioned issues are thus approached via a multidisciplinary perspective. All papers convincingly show that one-size-fits-all solutions for appropriate and resilient flood risk governance arrangements do not exist. Governance arrangements should be tailored to the existing physical, socio-cultural, and institutional context. This requires an open and transparent debate between scientists and practitioners on the normative starting point of flood risk governance, a clear division of responsibilities, the establishment of connectivity between actors, levels, and sectors through bridging mechanisms, and adequate knowledge infrastructures, both nationally and internationally

Abstract: Around the world, the decreasing health of coral reef ecosystems has highlighted the need to better understand the processes of reef degradation. The development of more sensitive tools, which complement traditional methods of monitoring coral reefs, may reveal earlier signs of degradation and provide an opportunity for pre-emptive responses. We identify new, sensitive metrics of ecosystem processes and benthic composition that allow us to quantify subtle, yet destabilizing, changes in the ecosystem state of an inshore coral reef on the Great Barrier Reef. Following severe climatic disturbances over the period 2011-2012, the herbivorous reef fish community of the reef did not change in terms of biomass or functional groups present. However, fish-based ecosystem processes showed marked changes, with grazing by herbivorous fishes declining by over 90%. On the benthos, algal turf lengths in the epilithic algal matrix increased more than 50% while benthic sediment loads increased 37-fold. The profound changes in processes, despite no visible change in ecosystem state, i.e., no shift to macroalgal dominance, suggest that although the reef has not undergone a visible regime-shift, the ecosystem is highly unstable, and may sit on an ecological knife-edge. Sensitive, process-based metrics of ecosystem state, such as grazing or browsing rates thus appear to be effective in detecting subtle signs of degradation and may be critical in identifying ecosystems at risk for the future.

Abstract: Global environmental change (GEC) is an increasingly discussed phenomenon in the scientific literature as evidence of its presence and impacts continues to grow. Yet, while the documentation of GEC is becoming more readily available, local perceptions of GEC- particularly in small-scale societies-and preferences about how to deal with it, are still largely overlooked. Local knowledge and perceptions of GEC are important in that agents make decisions (including on natural resource management) based on individual perceptions. We carried out a systematic literature review that aims to provide an exhaustive state-of-the-art of the degree to and manner in which the study of local perceptions of change are being addressed in GEC research. We reviewed 126 articles found in peer-reviewed journals (between 1998 and 2014) that address local perceptions of GEC. We used three particular lenses of analysis that are known to influence local perceptions, namely (i) cognition, (ii) culture and knowledge, and (iii) possibilities for adaptation.We present our findings on the geographical distribution of the current research, the most common changes reported, perceived drivers and impacts of change, and local explanations and evaluations of change and impacts. Overall, we found the studies to be geographically biased, lacking methodological reporting, mostly theory based with little primary data, and lacking of indepth analysis of the psychological and ontological influences in perception and implications for adaptation. We provide recommendations for future GEC research and propose the development of a "meta-language" around adaptation, perception, and mediation to encourage a greater appreciation and understanding of the diversity around these phenomena across multiple scales, and improved codesign and facilitation of locally relevant adaptation and mitigation strategies.

Abstract: Across Europe, citizens are increasingly expected to participate in the implementation of flood risk management (FRM), by engaging in voluntary-based activities to enhance preparedness, implementing property-level measures, and so forth. Although citizen participation in FRM decision making is widely addressed in academic literature, citizens’ involvement in the delivery of FRM measures is comparatively understudied. Drawing from public administration literature, we adopted the notion of “coproduction” as an analytical framework for studying the interaction between citizens and public authorities, from the decision-making process through to the implementation of FRM in practice. We considered to what extent coproduction is evident in selected European Union (EU) member states, drawing from research conducted within the EU project STAR-FLOOD (Strengthening and Redesigning European Flood Risk Practices towards Appropriate and Resilient Flood Risk Governance Arrangements). On the basis of a cross-country comparison between Flanders (Belgium), England (United Kingdom), France, the Netherlands, and Poland, we have highlighted the varied forms of coproduction and reflected on how these have been established within divergent settings. Coproduction is most prominent in discourse and practice in England and is emergent in France and Flanders. By contrast, FRM in the Netherlands and Poland remains almost exclusively reliant on governmental protection measures and thereby consultation-based forms of coproduction. Analysis revealed how these actions are motivated by different underlying rationales, which in turn shape the type of approaches and degree of institutionalization of coproduction. In the Netherlands, coproduction is primarily encouraged to increase societal resilience, whereas public authorities in the other countries also use it to improve cost-efficiency and redistribute responsibilities to its beneficiaries.

Abstract: The governance of climate adaptation involves the collective efforts of multiple societal actors to address problems, or to reap the benefits, associated with impacts of climate change. Governing involves the creation of institutions, rules and organizations, and the selection of normative principles to guide problem solution and institution building. We argue that actors involved in governing climate change adaptation, as climate change governance regimes evolve, inevitably must engage in making choices, for instance on problem definitions, jurisdictional levels, on modes of governance and policy instruments, and on the timing of interventions. Yet little is known about how and why these choices are made in practice, and how such choices affect the outcomes of our efforts to govern adaptation. In this introduction we review the current state of evidence and the specific contribution of the articles published in this Special Feature, which are aimed at bringing greater clarity in these matters, and thereby informing both governance theory and practice. Collectively, the contributing papers suggest that the way issues are defined has important consequences for the support for governance interventions, and their effectiveness. The articles suggest that currently the emphasis in adaptation governance is on the local and regional levels, while underscoring the benefits of interventions and governance at higher jurisdictional levels in terms of visioning and scaling-up effective approaches. The articles suggest that there is a central role of government agencies in leading governance interventions to address spillover effects, to provide public goods, and to promote the long-term perspectives for planning. They highlight the issue of justice in the governance of adaptation showing how governance measures have wide distributional consequences, including the potential to amplify existing inequalities, access to resources, or generating new injustices through distribution of risks. For several of these findings, future research directions are suggested.

Abstract: ignificant and growing concerns relating to global social and environmental conditions and processes have raised deepquestions relating to the ability of traditional governance regimes to manage for the complexities of social-ecological systems. Theresilience framework provides a more dynamic approach to system analysis and management, emphasizing nonlinearity, feedbacks,and multiscalar engagement along the social-ecological nexus. In recent years, however, a number of scholars and practitioners havenoted various insufficiencies in the formulation of the resilience framework, including its lack of engagement with the dimensions ofpower within social-ecological systems, which blunt the analytical potential of resilience and run the risk of undermining resilience-based management objectives. In this analysis, we engage with this power problematic by drawing on key insights from the scholarlytradition of political ecology, suggesting that a more appreciative, thoroughgoing engagement between resilience scholarship andpolitical ecology may allow not only a deeper treatment of power within the resilience framework but also address several importantcritiques of political ecology itself. We explore the shared intellectual spaces of these traditions and suggest some ways in which acritical engagement between resilience and political ecology on the subject of power better informs our understanding of socio-politicaldynamics within complex systems. In closing, we train the critical light backward on political ecology to suggest that an appreciativeengagement with the resilience framework may assist by reasserting a more serious treatment of ecology within political ecologicalanalyses and support the formulation of more elegant, politically tractable counternarratives to address global environmental crises.

Abstract: In the interests of improving engagement with Pacific Island communities to enable development of effective and sustainable adaptation strategies to climate change, we looked at how traditional oral narratives in rural/peripheral Fiji communities might be used to inform such strategies. Interviews were undertaken and observations made in 27 communities; because the custodians of traditional knowledge were targeted, most interviewees were 70-79 years old. The view that oral traditions, particularly those referring to environmental history and the observations/precursors of environmental change, were endangered was widespread and regretted. Interviewees’ personal experiences of extreme events (natural disasters) were commonplace but no narratives of historical (unwitnessed by interviewees) events were found. In contrast, experiences of previous village relocations attributable (mainly) to environmental change were recorded in five communities while awareness of environmentally driven migration was more common. Questions about climate change elicited views dominated by religious/fatalist beliefs but included some more pragmatic ones; the confusion of climate change with climate variability, which is part of traditional knowledge, was widespread. The erosion of traditional environmental knowledge in the survey communities over recent decades has been severe and is likely to continue apace, which will reduce community self-sufficiency and resilience. Ways of conserving such knowledge and incorporating it into adaptation planning for Pacific Island communities in rural/peripheral locations should be explored.

Abstract: Climate change and its interactions with complex socioeconomic dynamics dictate the need for decision makers to move from incremental adaptation toward transformation as societies try to cope with unprecedented and uncertain change. Developing pathways toward transformation is especially difficult in regions with multiple contested resource uses and rights, with diverse decision makers and rules, and where high uncertainty is generated by differences in stakeholders’ values, understanding of climate change, and ways of adapting. Such a region is the Murray-Darling Basin, Australia, from which we provide insights for developing a process to address these constraints. We present criteria for sequencing actions along adaptation pathways: feasibility of the action within the current decision context, its facilitation of other actions, its role in averting exceedance of a critical threshold, its robustness and resilience under diverse and unexpected shocks, its effect on future options, its lead time, and its effects on equity and social cohesion. These criteria could potentially enable development of multiple stakeholder-specific adaptation pathways through a regional collective action process. The actual implementation of these multiple adaptation pathways will be highly uncertain and politically difficult because of fixity of resource-use rights, unequal distribution of power, value conflicts, and the likely redistribution of benefits and costs. We propose that the approach we outline for building resilient pathways to transformation is a flexible and credible way of negotiating these challenges.
