TLDR
In this article, the effect of applied electric field on pendant and flowing drops (through a capillary) was studied by observing the droplet profile as a function of applied voltage, and the critical voltage, φ c, at which transition from the pulsating mode to the stable jet mode occurred.

Mechanism of stable jet formation in electrohydrodynamic atomization

TL;DR: In this article, the role of electrical shear effects in the formation of a Taylor cone and a stable jet has been investigated, and it has been shown that the Taylor cone is essential for the production of an electrohydrodynamic spray.
