Abstract: Individual scanning of channel for the presence or absence of primary user does not give accurate sensing result in cognitive radio network. Thus, collaborative spectrum sensing is employed to get a more accurate spectrum sensing result. This paper proposes a distributed binary decision-based collaborative spectrum sensing, in which a node uses the binary decisions of its h hop neighbors for making its decision. The proposed scheme is for an infrastucture-less cognitive radio network where secondary users collaborate based on the local information exchanged without requiring a fusion center. Instead of using consensus algorithm, this paper focuses on message passing, i.e., exchanging the local sensing decision. Simulation result showed that the proposed scheme can give a significant good detection rate with low false detection rate.

Abstract: Information and Communication Technology (ICT) is a system or combination of subsystems that amalgamate computers, telecommunication systems, necessary software and various other electronic tools for processing, storing, replicating and retrieving information. ICT enable users to share and disseminate information in real time. India is largely a rural country with more than 68% Indians live in villages. In general term the rural development is a process of transforming socio-economic conditions and living standard of people in the rural areas. ICT is perceived as a major tool for rural development. In perspective to the ‘Digital India’ programme, government departments are in process to reengineer their service delivery mechanisms to serve people in fast, efficient and transparent manner. Several e-Governance projects have been launched for rural development. ePanchayat project is a very important initiative undertaken by the government to strengthen e-Governance in Panchayati Raj Institutions (PRIs) across India. Management Information Systems such as NREGASoft, AwaasSoft and a host of Mobiles Apps have been brought into use and are duly integrated with Rural Development (RD) schemes. Many studies have been conducted to understand the role of ICT in rural development. However, specific research on the efficacy of various ICT tools used in the effective implementation of RD schemes are very rare. This paper attempts to explore the extent of ICT initiatives in various ongoing RD schemes focusing Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS) in reference to the study area. This paper then analyses some of the important indicators of MGNREGS through NREGASoft, the MIS of MGNREGS and various other ICT tools. This study also tried to identify constraints in adapting ICT tools and suggested solutions.

Abstract: Secret communication in Wireless Sensor Network is considered to be a challenging task due to high risk of node capture. Secret communication is only possible when communicating nodes share a common key for cryptographic purpose. Sensor nodes are often loaded with required secret key in its memory prior to deployment called key pre-distribution scheme (KPS). Various KPS have been proposed to provide secure communication and to minimize damage caused by intruder. In this paper, we will discuss properties of expander graph that are suitable in designing KPS and perform various experiments on KPS based on Ramanujan Expander graph for performance evaluation.

Abstract: Abstract The main cause of insulation degradation is due to partial discharges (PDs) occurring inside the transformer, and its detection and localization are the most effective, non-destructive methods to assess the insulation condition of the transformer. Among the PD detection methods, the acoustic PD detection technique is popular because of its various advantages. The acoustic PD detection method for accurate PD source localization becomes quite challenging when PD occurs inside the transformer core and windings. As the acoustic sound wave can be distorted and vibration with its distribution, so the type of PD sensors with their setting in the transformer should be thoroughly investigated and chosen. In this work, via simulation, the acoustic sound distribution inside the power transformer due to PD occurs is studied. Based on the knowledge of acoustic pressure wave distribution, a Lead Zirconate Titanate (PZT-5H) sensor is designed using Finite element method based COMSOL Multiphysics software and placed it on the outer walls of the transformer for PD detection and localization. The PD induction position has been recognized from the sensor signal using an artificial neural network. The results of PD detection and localization by the proposed piezoelectric sensor and COMSOL probe point are in good agreement.
