Disaster risk reduction and the limits of truisms: Improving the knowledge and practice interface

Abstract: Action toward strengthened disaster risk reduction (DRR) ideally builds from evidence-based policymaking to inform decisions and priorities. This is a guiding principle for the Sendai Framework for Disaster Risk Reduction (SFDRR), which outlines priorities for action to reduce disaster risk. However, some of these practical guidelines conceal oversimplified or unsubstantiated claims and assumptions, what we refer to as ‘truisms’, which, if not properly addressed, may jeopardize the long-term goal to reduce disaster risks. Thus far, much DRR research has focused on ways to bridge the gap between science and practice while devoting less attention to the premises that shape the understanding of DRR issues. In this article, written in the spirit of a perspective piece on the state of the DRR field, we utilize the SFDRR as an illustrative case to identify and interrogate ten selected truisms, from across the social and natural sciences, that have been prevalent in shaping DRR research and practice. The ten truisms concern forecasting, loss, conflict, migration, the local level, collaboration, social capital, prevention, policy change, and risk awareness. We discuss central claims associated with each truism, relate those claims to insights in recent DRR scholarship, and end with suggestions for developing the field through advances in conceptualization, measurement, and causal inference.

Reconceptualising the politics of knowledge authority in post/conflict interventions: From a peacebuilding field to transnational fields of interventionary objects

Abstract: Peacebuilding debates increasingly revolve around questions about knowledge and expertise. Of particular interest is what (and whose) knowledge(s) ends up authoritative in interventions. This article addresses a problem in the literature on the epistemics and epistemic authority of peacebuilding interventions: the acknowledgement of but lacking attention to plural knowledges, the transgressive character of expertise, and knowledge struggles. It does this by discussing recent suggestions that peacebuilding epistemic authority can be fruitfully analysed as a Bourdieusian field. The article identifies a tension in Bourdieu's own thinking about fields, which has shaped some of these recent proposals. This tension, nevertheless, also enables a reconsideration of fields and struggles, and thereby an analysis that takes plurality and transgressiveness into account. By developing such an alternative conceptual position, the article sees peacebuilding epistemic authority as object- and struggle-bound; conditioned and dependent on dynamics that go beyond peacebuilding as a distinct field of practice. This position is illustrated in an analysis of the emergence and (temporary) establishment of epistemic authority in peacebuilding interventions on informal economies.

Cartel Regulation in Three Emerging BRICS Economies: Cartel and Competition Policies in South Africa, Brazil and India - A Comparative Overview

Abstract: The benefits of bilateral agreements in regard to international cartels are clear: only a synchronized and international approach will help the developing nations in protecting their markets from unfair competition practices. This article shows the state of anti-cartel policies and legislation in selected jurisdictions, the present state of the coordination of competition policies through promotion and cooperation at the bi-national and international level and highlighted some examples of more publicized anti competition cases. One observation is that more could be done by the developing NIC nations to increase the collaborative ties of their anti competition policies and organs as well as ensure that they fall under the wider umbrella of regional competition regimes such as in the case of South Africa and the European Union. The necessity to safeguard consumer welfare through effective domestic anti competition frameworks was highlighted in the discussed cartel cases. Time will tell whether the emerging economies will be able to balance competition policy and consumer welfare in an effective and progressive way without affecting their trade and investment policies.
