Abstract: This paper focuses on optimizing a dynamic facility location-allocation problem with respect to a real-life agricultural machinery maintenance service network that is designed to achieve the prompt and reliable response to malfunctioning agricultural machinery during harvest. We consider a busy farming season divided into several time periods in which the problem is to determine where to locate temporary maintenance stations (TMSs) as well as identifying how many capacitated service-providing facilities to allocate to each TMS to satisfy maintenance demands. The problem is formulated as a mixed integer program (MIP) that seeks to minimize the total service mileage between TMSs and demand points. Additionally, considering that the service flow from a TMS to a demand point in this type of work takes place between potential district locations rather than discrete vertices, we use regional contiguity constraints to enforce agricultural production areas served by a TMS as geographically connected. To solve our MIP problem, an exact algorithm based on Benders decomposition is then developed along with several refinements. Lastly, our model and methodology are illustrated in the handling of a real-world problem in China. Computational results are presented that analyze the optimized facility location-allocation plan, examine the impact of selected parameters, demonstrate the advantage of implementing the contiguity constraints and discuss the performance of solution algorithm.

Abstract: In the “Post-Kyoto” Era, climate change has become a serious worldwide concern, though the international community has not yet identified a cooperative solution that satisfies all parties. The carbon tariffs, which proposed by some developed countries to address competitiveness concerns and carbon leakage from unilateral reduction measures, may impose significant hardships on developing countries. This paper tries to design a global cooperation scheme against the carbon tariffs. A differentiated carbon taxation scheme is introduced based on the principle of ability to pay (CTAP). An advanced forecasting system named the energy version of the global trade analysis model (GTAP-E) was used to compare the different impacts of carbon tariffs and the CTAP scheme. The results show that CTAP is better than carbon tariffs in terms of global GDP, welfare, and emissions reduction. The CTAP scheme could yield less welfare deterioration for developing regions than the carbon tariffs, and also lessens the competitive concerns of developed countries. The proposed CTAP scheme provides new ideas for international cooperative strategies to address climate change.

Abstract: Since the physical defects such as resistive open and leakage in through silicon vias (TSVs) caused by immature manufacturing techniques tend to undermine the reliability and yield of 3-D integrated circuits, it is very important to test the TSV as early as possible in the fabrication process. There are some shortcomings in the existing prebond TSV test techniques, such as incomprehensive fault coverage, large area overhead, and additional test time. To overcome these problems, a noninvasive solution for prebond TSV test based on pulse shrinking is proposed in this paper. This method makes use of the fact that defects in TSV lead to variation in the propagation delay—the rise and fall times are first transformed into pulse width, and the pulse shrinking technique is used to digitize the pulse width into a digital code which is then compared with an expected value for a fault-free TSV. Experiments on defect detection are carried out using HSPICE simulations with realistic models for 45-nm CMOS technology. The results show that the proposed method performs better than the existing methods in terms of fault coverage, area overhead, and test time.

Abstract: With rapid development of the mobile commerce, exploring new applications and services for mobile environments has become a hot topic. In this paper we propose a location-aware recommender system for tourism mobile commerce service platform. Specifically, we integrate GPS into the recommender system to create a location-aware recommender system. The location-aware recommender system can recommend attractions to the customer with the customer's rating of attractions and the customer's sensitivity to location. We present the constructed approaches in this paper.
