Abstract: Noise is a pervasive and influential source of stress. Whether through the acute effects of impulse noise or the chronic influence of prolonged exposure, the challenge of noise confronts many who must accomplish vital performance duties in its presence. Although noise has diffuse effects, which are shared in common with many other chronic forms of stress, it also exerts its own specific influences on various forms of cognitive and motor response. We present a quantitative evaluation of these influences so that their harmful effects can be mitigated, their beneficial effects exploited, and any residual effects incorporated and synthesized into selection, training, and design strategies to facilitate human performance capacities. Predictions of single and joint moderator effects were made on the basis of major theories of noise and performance, specifically those explanations based on arousal, masking, or cognitive-resource mechanisms. These predictions were tested through moderator analyses of effects as a function of task type, performance measure, noise type and schedule, and the intensity and duration of exposure. Observed outcome effects (797 effect sizes derived from 242 studies) varied as a function of each of these moderators. Collective findings identified continuous versus intermittent noise, noise type, and type of task as the major distinguishing characteristics that moderated response. Mixed evidence was obtained for the traditional arousal and masking explanations for noise effects. The overall pattern of findings was most consistent with the maximal adaptability theory, a mental-resource-based explanation of stress and performance variation.

Abstract: Though the mainstream organizational literature has advanced in the last 20 years with the integration of transformational and distributed leadership theories, as well as genuine attempts at comprehensive models, the public sector literature has lagged, especially in utilizing large-scale empirical studies. This study takes advantage of a very large government data set to test the utility of one of the best known theories, the “full range” leadership theory of Bernard Bass. It addresses three important research questions: How inclusive is Bass’s operational definition of leadership? How much of an impact do Bass’s leadership competencies have on follower satisfaction? Finally, how important is transformational leadership compared to transactional leadership in government settings? The results indicate that Bass’s broad definition of leadership comes quite close to capturing what federal employees perceive to be effective leadership. The relationship between good leadership in an organization and follower satisfaction is also presented as an important outcome in the federal government. Finally, both transactional and transformational leadership are perceived as important in the federal government, although transformational leadership is considered slightly more important even after shifting one important factor, individualized consideration, back to the transactional model.

Abstract: Data association is the backbone to many multiple object tracking (MOT) methods. In this paper we formulate data association as a Generalized Maximum Multi Clique problem (GMMCP). We show that this is the ideal case of modeling tracking in real world scenario where all the pairwise relationships between targets in a batch of frames are taken into account. Previous works assume simplified version of our tracker either in problem formulation or problem optimization. However, we propose a solution using GMMCP where no simplification is assumed in either steps. We show that the NP hard problem of GMMCP can be formulated through Binary-Integer Program where for small and medium size MOT problems the solution can be found efficiently. We further propose a speed-up method, employing Aggregated Dummy Nodes for modeling occlusion and miss-detection, which reduces the size of the input graph without using any heuristics. We show that, using the speedup method, our tracker lends itself to real-time implementation which is plausible in many applications. We evaluated our tracker on six challenging sequences of Town Center, TUD-Crossing, TUD-Stadtmitte, Parking-lot 1, Parking-lot 2 and Parking-lot pizza and show favorable improvement against state of art.
