Abstract: An abundance of marine algae along the Philippines' long, irregular coastline (36,289 km) has made it inevitable for Filipinos to exploit algae for food, feeds, medicine, or other purposes. Among the most popular of these algae are the carrageenophytes, which include four genera, six species, and 21 morphotypes/varieties/cultivars under the Family Solieriaceae. However, commercial production did not begin until 1973. The development of carrageenophyte farming for commercial purposes evolved from simple fixed-bottom monoline farming by coastal farmers, who refined the technology themselves, with the help and guidance of local and international scientists, which has led to a commercially viable industry with a maximum estimated production of 97,000–102,820 dry, metric tons in 2004. Farm gate revenues for that year were estimated at US$ 82.45–87.4 million (four croppings year−1), whose main recipients were the local seaweed farmers. However, in 2008, production started to decline, which was brought primarily by the deteriorating quality of propagules and the perennial occurrence of “ice-ice” and harmful endophytes caused by environmental stresses due to unfavorable weather conditions, and secondarily, the peace and order problem in the major producing areas like Zamboanga, Maguindanao, Basilan, and Sulu in Mindanao and insufficient government support. This paper aims to assess the present situation and suggest how to possibly reverse the situation to its usual productive periods.

Abstract: Fopius arisanus is unusual among hymenopterous parasitoids in males having an obligatory premating period. We confirmed Hagen's (1953) view that sperm takes several days to migrate from the testes to the seminal vesicles. Males mated for the first time only 4 days after emergence, the time that sperm was first ever recorded in the seminal vesicles. In the field, we studied the sexual maturation of F. arisanus males in relation to their behavior. In general, sexually immature males were found in male-only swarms that persisted over several days in host tree canopies. Mature males were usually found in loose aggregations in the vegetation beneath host trees. Females entered these loose aggregations and were mated, whereas they were generally absent from swarms in the canopy. Swarming is therefore apparently not a primary component of the sexual communication system of the species. We describe, for the first time in F. arisanus, the behavioral sequence that accompanies the intersexual communication that leads to mating. Males probably release a volatile chemical that attracts females from a distance, but we have only circumstantial evidence for this. We also postulate that males may form aggregations to amplify the effects of this distance attractant. In the vicinity of males, females release a pheromone that attracts males, a process we demonstrated with female-baited sticky traps.

Abstract: Are incumbent governors who put more weight on development spending likely to be re-elected? To answer this question, an economic model of a re-electionist local chief executive is introduced and validated with a panel data of provincial governors who ran for another term of office during the election years 1992, 1995 and 1998 in the Philippines. It is found that incumbent governors improve their re-election chances with higher spending on economic development services, other things being constant. Moreover, governors who are members of political clans also have higher development spending especially when faced with rival clans. Thus, elections are still an effective disciplining device, more especially when rivalry is intense among political clans. The policy implication then is to enhance political competition rather than just ban political dynasties to improve the performance of elected officials under decentralization.

Abstract: We introduce an automated benthic counting system in application for rapid reef assessment that utilizes computer vision on subsurface underwater reef video. Video acquisition was executed by lowering a submersible bullet-type camera from a motor boat while moving across the reef area. A GPS and echo sounder were linked to the video recorder to record bathymetry and location points. Analysis of living and non-living components was implemented through image color and texture feature extraction from the reef video frames and classification via Linear Discriminant Analysis. Compared to common rapid reef assessment protocols, our system can perform fine scale data acquisition and processing in one day. Reef video was acquired in Ngedarrak Reef, Koror, Republic of Palau. Overall success performance ranges from 60% to 77% for depths of 1 to 3 m. The development of an automated rapid reef classification system is most promising for reef studies that need fast and frequent data acquisition of percent cover of living and nonliving components.
