Abstract: The paper describes and discusses the outcomes of t he cross-border and international cooperation (CIC) of Polish local governments in the years 1990‐2004 (be fore Polish accession to the European Union), indic ated by local government officers in a questionnaire survey , and finally it gives some general conclusions as to future CIC support policy. In 2004, nearly half of all exi sting 2,500 Polish municipalities participated in C IC. They achieved most frequently non-material local effects of co-operation in euroregions and in town-twinnin g (citizen and professional exchange, etc.). The economic effe cts such as investments, equipment purchases, innovative management, etc. were achieved to a lower degree, but they were important in improving local public se rvices in dozens of urban municipalities. In general, CIC enh anced mainly European integration in creating links between communities and helping to overcome negative national prejudices, but to a lesser degree integration i nterpreted as levelling economic differences.

Abstract: Summary This study was aimed at comparing selected properties of starch citrate obtained from native or retrogrades of potato starch at various temperatures (100, 130 or 160 °C) and at various doses of reactant (10, 20 or 40 g per 100 g). Higher susceptibility to esterification was demonstrated for retrograded starch, whereas the degree of esterification of the produced esters varied considerably (1.4 to 10.0 g per 100 g preparation) and was increasing along with increasing roasting temperature and dose of citric acid. The process of pasting occurred only in the esters obtained at a temperature of 100 °C, which resulted in a significant decrease in swelling power and solubility in water of the citrates produced at higher temperatures. The resultant starch citrates were characterised by significant resistance to amylolysis (ranging from 22 to 100 g per 100 g). There was observed an increase in starch resistance along with the increase in the acid dose and roasting temperature. All analysed properties of starch citrates were not correlated with the degree of esterification, but appeared to depend on the roasting, which may point to a significant effect of this factor on the mechanism of starch cross-linking with citric acid.

Abstract: Introduction The development of the field of biomaterials engineering is rapid. Various bioactive coatings are created to improve the biocompatibility of substrates used for bone regeneration, which includes formulation of thin zirconia coatings with pro-osteogenic properties. The aim of this study was to assess the biological properties of ZrO2 thin films grown by Atomic Layer Deposition (ALD) technology (ZrO2 ALD). Methodology The cytocompatibility of the obtained layers was analysed using the mice pre-osteoblastic cell line (MC3T3) characterized by decreased expression of microRNA 21-5p (miR-21-5p) in order to evaluate the potential pro-osteogenic properties of the coatings. The in vitro experiments were designed to determine the effect of ZrO2 ALD coatings on cell morphology (confocal microscope), proliferative activity (cell cycle analysis) and metabolism, reflected by mitochondrial membrane potential (cytometric-based measurement). Additionally, the influence of layers on the expression of genes associated with cell survival and osteogenesis was studied using RT-qPCR. The following genes were investigated: B-cell lymphoma 2 (Bcl-2), Bcl-2-associated X protein (Bax), p53 and p21, as well as osteogenic markers, i.e. collagen type 1 (Coll-1), osteopontin (Opn), osteocalcin (Ocl) and runt-related transcription factor 2 (Runx-2). The levels of microRNA (miRNA/miR) involved in the regulation of osteogenic genes were determined, including miR-7, miR-21, miR-124 and miR-223. Results The analysis revealed that the obtained coatings are cytocompatible and may increase the metabolism of pre-osteoblast, which was correlated with increased mitochondrial membrane potential and extensive development of the mitochondrial network. The obtained coatings affected the viability and proliferative status of cells, reducing the population of actively dividing cells. However, in cultures propagated on ZrO2 ALD coatings, the up-regulation of genes essential for bone metabolism was noted. Discussion The data obtained indicate that ZrO2 coatings created using the ALD method may have pro-osteogenic properties and may improve the metabolism of bone precursor cells. Given the above, further development of ZrO2 ALD layers is essential in terms of their potential clinical application in bone regenerative medicine.

Abstract: A previous study showed that prebiotics and synbiotics administered in ovo into the egg air cell on the 12th day of incubation enhance the growth and development of chickens. However, the influence of this procedure on the development and efficiency of the innate immune system of broiler chickens is unclear. Therefore, the aim of this study was to evaluate whether the early (on the 12th day of embryo development) in ovo administration of selected prebiotics (inulin − Pre1 and Bi2tos − Pre2) and synbiotics (inulin + Lactococcus lactis subsp. lactis IBB SL1 − Syn1 and Bi2tos + L. lactis subsp. cremoris IBB SC1 − Syn2) influences the innate immune system. Chickens (broiler, Ross 308) that were treated with Pre1 exhibited a decreased H/L ratio on D7, but an increased H/L ratio was observed on D21 and D35. In the remaining experimental groups, an increase in the H/L ratio was observed on D21 and D35. The oxidative potential of leukocytes measured using the NBT test increased on D21 in Pre2 and Syn1 groups. The rate of the phagocytic ability of leukocytes increased in Pre1 and Syn1 groups on D21. The phagocytic index decreased in Pre1 and Syn2 groups on D21 and D35. Concurrently, the count of WBC in circulating blood decreased on D21 in Pre1, Pre2, and Syn1 groups. The hematocrit value was increased in Syn1 chickens on D21, in Pre1 chickens on D35, and in Syn2 chickens on both time points.
