Abstract: Measurement of the displacement of the center-of-pressure (COP) is an important tool used in biomechanics to assess postural stability and human balance. The goal of this research was to design and validate a low-cost portable device that can offer a quick indication of the state of postural stability and human balance related conditions. Approximate entropy (ApEn) values reflecting the amount of irregularity hiding in COP oscillations were used to calculate the index. The prototype adopted a portable design using the measurements of the load cells located at the four corners of a low-cost force platform. The test subject was asked to stand on the device in a quiet, normal, upright stance for 30 s with eyes open and subsequently for 30 s with eyes closed. Based on the COP displacement signals, the ApEn values were calculated. The results indicated that the prototype device was capable of capturing the increase in regularity of postural control in the visual-deprivation conditions. It was also able to decipher the subtle postural control differences along anterior-posterior and medial-lateral directions. The data analysis demonstrated that the prototype would enable the quantification of postural stability and thus provide a low-cost portable device to assess many conditions related to postural stability and human balance such as aging and pathologies.

Abstract: The carrier statistics in carbon nanotubes (CNTs) with nonparabolic energy spectrum is studied in order to predict the ultimate (intrinsic) drift velocity as a function of temperature, concentration, and chirality. The extremely high mobilities in CNTs do not necessarily lead to higher saturation velocity that is limited to the intrinsic velocity calculated using Arora's formalism [V. K. Arora, Current Nanoscience 5, 227(2009)]. The ballistic nature of the mobility when CNT length is smaller than the scattering-limited mean free path is delineated. The results are of enormous importance in extracting carrier transport properties from a variety of experiments performed on CNTs.

Abstract: There have been continued efforts in exploring how educational technology impacts human learning and performance. Through a synopsis of the trends and perspectives on educational technology in five countries by using the STEEP (social, technological, economic, environmental and political) framework, the authors discuss the direct influence of national policies on educational technology implementation and research, the constraints of the local STEEP elements of culture on the adoption of and research on innovation and change, and the strategies and reforms that different countries have adopted to prepare the next generation for the constantly changing, globalized twenty-first century. Limitations and future research following this work are discussed.

Abstract: James Brown Scott played a key role in the growth of public international law in the United States from the 1890s to the 1940s. While little remembered today, he was well-known among his contemporaries as a leading spokesman for a new and important discipline. Scott rose from obscure middle-class origins to occupy a prominent and influential place as an international lawyer who shared his legal expertise with seven presidents and ten secretaries of state. By examining his life we gain insight into the establishment of public international law as a discipline and on the era when lawyers qua lawyers began to help shape American foreign policy.
