Abstract: Purpose – The purpose of this paper is to identify 30 government-led critical success factors (CSFs) from both the meso and micro levels in public-private partnership (PPP) infrastructure development, measured the importance of these factors, and evaluated the government performance within the Indonesian context. Design/methodology/approach – The authors used weighted gap analysis, the Mann-Whitney test, and the Holland and Copenhaver procedure to support the analysis. Findings – The agreement-adjusted mean scores suggest that the identified CSFs are essential, but that these CSFs underperform in Indonesia. The tests indicated that the gap between performance and importance was significant on both the individual and aggregate level, and no respondent-background bias was observed in the data sets. Practical implications – This paper provides valuable information for prospective international investors who might be interested in alternative PPP investment opportunities in Indonesia. Abstract: We address the problem of query segmentation: given a keyword query, the task is to group the keywords into phrases, if possible. Previous approaches to the problem achieve reasonable segmentation performance but are tested only against a small corpus of manually segmented queries. In addition, many of the previous approaches are fairly intricate as they use expensive features and are difficult to be reimplemented.The main contribution of this paper is a new method for query segmentation that is easy to implement, fast, and that comes with a segmentation accuracy comparable to current state-of-the-art techniques. Our method uses only raw web n-gram frequencies and Wikipedia titles that are stored in a hash table. At the same time, we introduce a new evaluation corpus for query segmentation. With about 50,000 human-annotated queries, it is two orders of magnitude larger than the corpus being used up to now.

Abstract: The corrosion of alumina-toughened zirconia (ATZ) as a consequence of hydrothermal treatment was investigated, especially the transformation kinetics from tetragonal zirconia to the monoclinic phase. For this purpose, polished ATZ specimens (R a <5 nm) were aged in water vapor at different temperatures ranging from 70° to 134°C. The fraction of the monoclinic phase was determined using X-ray diffraction and Rietveld refinement. The isothermal transformation curves obtained were fitted to the Mehl-Johnson-Avrami equation by least squares. An Arrhenius plot of the fitted transformation rates was used to determine the activation energy and the pre-exponential factor. Following this procedure, the kinetic parameters of the phase transformation were extrapolated down to body temperature and the formation of the monoclinic phase was simulated. In addition, optical interferometry on well-polished specimens (R a < 2 nm) was alternatively used to calculate the monoclinic fraction from the histogram dataset. The results agree very well with those of the X-ray measurements. Additionally, the development of surface roughness with increasing aging time is discussed.

Abstract: Thermal and mechanical buckling analysis of micro plate reinforced with functionally graded (FG) graphene nanoplatelets (GNPs) is studied in this paper based on modified strain gradient theory (MSGT). For description of kinematic relations, two higher order shear deformation theories including third order shear deformation theory and sinusoidal shear deformation theory are employed simultaneously. Size-dependency is accounted in governing equations of thermal buckling by application of modified strain gradient formulation including three micro length scale parameters. Distribution of graphene nanoplatelets along the thickness direction is assumed based on various known models including Parabolic, linear and uniform. Halpin-Tsai model and rule of mixture are used for calculation of the effective modulus of elasticity and Poisson's ratio, respectively. The outputs of this work are verified through comparison with existing numerical results based on various theories and methods. Thermal buckling loads are calculated based on analytical method in terms of significant parameters such as weight fraction of GNPs, various distribution of GNPs, three micro length scale parameters, some non-dimensional geometric parameters such as side length to thickness ratio and thickness to micro length scale ratio.
