Abstract: Since 1980, the number of undernourished people in eastern and southern Africa has more than doubled. Rural development stalled and rural poverty expanded during the 1990s. Population growth remains very high, and declining per-capita agricultural capacity retards progress toward Millennium Development goals. Analyses of in situ station data and satellite observations of precipitation have identified another problematic trend: main growing-season rainfall receipts have diminished by ≈15% in food-insecure countries clustered along the western rim of the Indian Ocean. Occurring during the main growing seasons in poor countries dependent on rain-fed agriculture, these declines are societally dangerous. Will they persist or intensify? Tracing moisture deficits upstream to an anthropogenically warming Indian Ocean leads us to conclude that further rainfall declines are likely. We present analyses suggesting that warming in the central Indian Ocean disrupts onshore moisture transports, reducing continental rainfall. Thus, late 20th-century anthropogenic Indian Ocean warming has probably already produced societally dangerous climate change by creating drought and social disruption in some of the world's most fragile food economies. We quantify the potential impacts of the observed precipitation and agricultural capacity trends by modeling “millions of undernourished people” as a function of rainfall, population, cultivated area, seed, and fertilizer use. Persistence of current tendencies may result in a 50% increase in undernourished people by 2030. On the other hand, modest increases in per-capita agricultural productivity could more than offset the observed precipitation declines. Investing in agricultural development can help mitigate climate change while decreasing rural poverty and vulnerability.

Abstract: We report the results of an extensive FUSE study of high velocity OVI absorption along 102 complete sight lines through the Galactic halo. The high velocity OVI traces a variety of phenomena, including tidal interactions with the Magellanic Clouds, accretion of gas, outflow from the Galactic disk, warm/hot gas interactions in a highly extended Galactic corona, and intergalactic gas in the Local Group. We identify 85 high velocity OVI features at velocities of -500 70 kpc], hot [T > 10^6 K], low-density [n < 10^-4 cm^-3] Galactic corona or Local Group medium. A hot Galactic corona or Local Group medium and the prevalence of high velocity OVI are consistent with predictions of galaxy formation scenarios. Distinguishing between the various phenomena producing high velocity OVI will require continuing studies of the distances, kinematics, elemental abundances, and physical states of the different types of high velocity OVI features found in this study. Abstract: Satellite-based precipitation estimates with high spatial and temporal resolution and large areal coverage provide a potential alternative source of forcing data for hydrological models in regions where conventional in situ precipitation measurements are not readily available. The La Plata basin in South America provides a good example of a case where the use of satellite-derived precipitation could be beneficial. This study evaluates basinwide precipitation estimates from 9 yr (1998–2006) of Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA; 3B42 V.6) through comparison with available gauged data and the Variable Infiltration Capacity (VIC) semidistributed hydrology model applied to the La Plata basin. In general, the TMPA estimates agreed well with the gridded gauge data at monthly time scales, most likely because of the monthly adjustment to gauges performed in TMPA. Abstract: A multispectral scanning radiometer has been used to obtain measurements of the reflection function of marine stratocumulus clouds at 0.75, 1.65 and 2.16 pm. These observations were obtained from the NASA ER-2 aircraft as part of the First ISCCP [International Satellite Cloud Climatology Project] Regional Experiment (FIRE), conducted off the coast of southern California during July 1987. Multispectral images of the reflection function were used to derived the optical thickness and effective particle radius of stratiform cloud layers on four days. In addition to the radiation measurements, in situ microphysical measurements were obtained from the University of Washington Convair C- 13 I A aircraft. In this paper we compare remote sensing results with in situ observations, which show a good spatial correlation for both optical thickness and effective radius. These comparisons further show systematic differences between remote sensing and in situ values, with a tendency for remote sensing to overestimate the effective radius by -2-3 pm, independent of particle radius. The optical thickness, in contrast, is somewhat overestimated for small optical thicknesses and underestimated for large optical thicknesses. An introduction of enhanced gaseous absorption at a wavelength of 2.16 pm successfully explains some of these observed discrepancies. Marginal probability density functions of optical thickness, liquid water path and effective radius have been derived from our remote sensing results. The joint probability density function of liquid water path and effective radius shows that the effective radius increases as the liquid water path increases for optically thin clouds, in contrast to optically thick clouds for which the effective radius decreases with increasing liquid water path.

Abstract: Brazil's Soy Moratorium (SoyM) was the first voluntary zero-deforestation agreement implemented in the tropics and set the stage for supply-chain governance of other commodities, such as beef and palm oil [supplementary material (SM)]. In response to pressure from retailers and nongovernmental organizations (NGOs), major soybean traders signed the SoyM, agreeing not to purchase soy grown on lands deforested after July 2006 in the Brazilian Amazon. The soy industry recently extended the SoyM to May 2016, by which time they assert that Brazil's environmental governance, such as the increased enforcement and national implementation of the Rural Environmental Registry of private properties (Portuguese acronym CAR) mandated by the Forest Code (FC) ( 1 ), will be robust enough to justify ending the agreement ( 2 ). We argue that a longer-term commitment is needed to help maintain deforestation-free soy supply chains, as full compliance and enforcement of these regulations is likely years away. Ending the SoyM prematurely would risk a return to deforestation for soy expansion at a time when companies are committing to zero-deforestation supply chains ( 3 ).
