Abstract: Abstract The European Union gives universities an important place to participate in research and development in the country. The basic research and teaching process of higher education institutions is gradually becoming more and more scientific, and the importance of science and research is growing. Th e growing importance of R&D for universities also increases the importance of public support in this area. Slovakia was eligible for support from the structural funds by joining the EU. In the period 2007 - 2013, universities have had the highest increase in science and research spending due to the use of these resources. However, it is a question of the extent to which this form of public support has contributed to the field of research and development of higher education institutions and whether there has been a real increase in their research and development activities. We examine the effectiveness of the support granted to public universities from the European Union Structural Funds on the basis of measurable indicators of granted projects and the impact of outputs on their scientific research potential in the regions of Slovakia. The results of the analysis highlighted the high level of public support for university infrastructure projects at the expense of support with a focus on intellectual property creation and patents. The discussion is focused on whether the funds allocated in this way were effective in relation to the objectives of the Operational Program Research and Development 2007 - 2013 and thus contributed to an increase of scientific and research potential at higher education institutions in the regions in Slovakia.

System domacej automatizacie „RUDO“ je vybavený asistencnými technologiami, ktore umožňuju nevidiacemu cloveku plnohodnotne obsluhovať vykurovaci system, zonovu regulaciu a použivať PC v oblasti odbornej informatiky. Abstract: The impact of children's early development status on parental labor market outcomes is not well established in the empirical literature. We combine an instrumental variable approach to account for the endogeneity of the development status with a model of nonrandom labor force participation to identify its impact. A one‐unit increase in our poor child development index reduces long‐term maternal weekly hours worked by 9 h and weekly income by A$215. We provide evidence that mothers substitute working time with childcare to compensate for early disadvantages. We do not find any responses of fathers to early child development.

Abstract: For p an odd prime, let $${{\mathcal A}_{p}}$$ be the complete classical affine association scheme whose associate classes correspond to parallel classes of lines in the classical affine plane AG(2, p). It is known that $${{\mathcal A}_{p}}$$ is an amorphic association scheme. We investigate rank 3 fusion schemes of $${{\mathcal A}_{p}}$$ whose basis graphs have the same parameters as the Paley graphs $${P(p^{2})}$$ . In contrast to the Paley graphs, the great majority of graphs we detect are non-self-complementary and non-Schurian. In particular, existence of non-self-complementary graphs with Paley parameters is established for $${p \ge 17}$$ , with an analogous existence result for non-Schurian such graphs when $${p \ge 11}$$ . We demonstrate that the number of self-complementary and non-self-complementary strongly regular graphs with Paley parameters grows rapidly as $${p \to \infty}$$ .

Abstract: This paper analyses basic concept of elastic cluster as a hybrid solution of high-performance computing tasks for computing grid and cloud The analysis is focused on the context of managing resources and tasks in the elastic cluster In this work design, model and implementation of scheduling algorithm is described The scheduling algorithm is based on particle swarm optimization (PSO) and hill climbing (HC) optimization and it is appropriate combination of good features the both methods The algorithm is implemented on HPC cluster into the resource manager Torque There is included methodology of measurement and evaluation of the algorithm The paper presents methods of verifying behaviour of algorithm for different tasks requirements, which are typical for grid or elastic cluster We compare suitability of the proposed algorithm with known solutions On the base of analysed results is confirmed that proposed algorithm better satisfies specific criteria of elastic cluster
