Abstract: We study theoretically and experimentally a committee with common interests. Committee members do not know which of two alternatives is the best, but each member can acquire privately a costly signal before casting a vote under either majority or unanimity rule. In the experiment, as predicted by Bayesian equilibrium, voters are more likely to acquire information under majority rule, and attempt to counter the bias in favor of one alternative under unanimity rule. As opposed to Bayesian equilibrium predictions, however, many committee members vote when uninformed. Moreover, uninformed voting is strongly associated with a lower propensity to acquire information. We show that an equilibrium model of subjective prior beliefs can account for both these phenomena, and provides a good overall fit to the observed patterns of behavior both in terms of rational ignorance and biases.

Abstract: In this paper, we develop a general framework of a granular representation of ECG signals. The crux of the approach lies in the development and ongoing processing realized in the setting of information granules-fuzzy sets. They serve as basic conceptual and semantically meaningful entities using which we describe signals and build their models (such as various predictive schemes or classifiers). A comprehensive two-phase scheme of the design of the information granules is proposed and described. At the first phase, we discuss the temporal granulation through a series of temporal windows (granular windows) and an aggregation of the values of signal by means of fuzzy sets. To address this issue, offered is a detailed method of building a fuzzy set based on numeric data and a certain optimization criterion that strikes a balance between the highest experimental relevance of the fuzzy set supported by numeric data and its substantial specificity. At the next phase of the granular design, a collection of information granules is further summarized with the use of fuzzy clustering (Fuzzy C-Means). The resulting prototypes (centroids) formed by this grouping process serve as elements of the granular vocabulary. We discuss ways of using these vocabularies in the knowledge-based representation, modeling, and classification of ECG beats

Abstract: Mexico’s gradual democratization had a critical point in 2000, when the presidential election brought about political alternation in that country. If democracy requires a compatible value system that helps such a system endure, how democratic are Mexicans today and what implications does this have for democratic consolidation in Mexico? This article examines new survey data to address this old question. Our findings reveal that the prevailing political culture in Mexico expresses comparatively low support for democracy and relatively high support for non-democratic government, on the one hand, and low interpersonal trust, low levels of tolerance, and a strong emphasis on deference, on the other. Education is an important determinant of democratic values, and individual variation is significant on a wide range of attitudes. Abstract: The purpose of this paper is to assess the effectiveness of the collaboration between stakeholders and scientists in the construction of a bio-economic model to simulate management strategies for the fisheries in Iberian Atlantic waters. For three years, different stakeholders were involved in a model development study, participating in meetings, surveys and workshops. Participatory modelling involved the definition of objectives and priorities of stakeholders, a qualitative evaluation and validation of the model for use by decision-makers, and an iterative process with the fishing sector to interpret results and introduce new scenarios for numerical simulation. The results showed that the objectives of the participating stakeholders differed. Incorporating objectives into the design of the model and prioritising them was a challenging task. We showed that the parameterization of the model and the analysis of the scenarios results could be improved by the fishers’ input: e.g. ray and skate stocks were explicitly included in the model; and the behaviour of fleet dynamics proved much more complex than assumed in any traditional modelling approach. Overall, this study demonstrated that stakeholder engagement through dialogue and many interactions was beneficial for both, scientists and the fishing industry. The researchers obtained a final refined model and the fishing industry benefited for participating in a process, which enables them to influence decisions that may affect them directly (to shape) whereas non-participatory processes lead to management strategies being imposed on stakeholders (to be shaped).
