Abstract: A constant temperature hot-wire anemometer enabling automatic rapid scanning of the wire overheat was built to perform free stream disturbance measurements in the shock wind tunnel of the Institute for Aerodynamics and Gasdynamics at Stuttgart University. It is shown that such a system brings real advantages in terms of testing time. The change of bridge dynamic behaviour with wire temperature is taken into account by measuring the bridge frequency response with a very fast electrical test and postprocessing the data. The method of operation is validated in a supersonic suck down wind tunnel and a comparison with a commercial constant temperature bridge shows good agreement. Results of free stream disturbance measurements in a short duration supersonic wind tunnel of 120ms testing time are presented.

Abstract: —A moral right to health or health care, given reasonable resource constraints, implies a reasonable array of services, as determined by a fair deliberative process. Such a right can be embodied in a constitution where it becomes a legal right with similar entitlements. What is the role of the courts in deciding what these entitlements are? The threat of “judicialization” is that the courts may overreach their ability if they attempt to carry out this task; the promise of judicialization is that the courts can do better than health systems have done at determining such entitlements. We propose a middle ground that requires the health system to develop a fair, deliberative process for determining how to achieve the progressive realization of the same right to health or health care and that also requires the courts to develop the capacity to assess whether the deliberative process in the health system is fair.

Abstract: The paper presents a bio-inspired robotics model for spatial cognition derived from neurophysiological and experimental studies in rats. The model integrates Hippocampus place cells providing long-term spatial localization with Enthorinal Cortex grid cells providing short-term spatial localization in the form of “neural odometry”. Head direction cells provide for orientation in the rat brain. The spatial cognition model is evaluated in simulation and experimentation showing a reduced number of localization errors during robot navigation when contrasted to previous versions of our model.
