Abstract: This article shows the construction of software applications Cyclon Language First Grade App, like a strategy in which communities of practice, learning, knowledge, innovation and transformation are generated, understood as a transversal process, where collaborative, problematizing learning is encouraged, by critical inquiry, permanent interaction, cultural negotiations and the dialogue of knowledge, typical of the pedagogical proposal of the Ondas program. It is summarized in the following aspects: “Building an identity that incorporates the recognition of science and technology as a constituent element of everyday culture both in individuals and in the communities and institutions of which they are part, involving various sectors of society: productive, social, political, state and in the various territorial areas: local, departmental and national. Development of forms of organization oriented to the appropriation of values that recognize a cultural identity around science and technology in the aspects mentioned in the previous point. This implies models of participation, social mobilization and public recognition of scientific and technological activity. On the other hand, the incorporation of the research activity in the elementary and middle school involves the development of national, departmental and local financing mechanisms; in such a way that children and young people can develop their abilities and talents in a favorable environment of both social recognition and economic conditions. Development of a methodological strategy supported by ICT that helps the Colombian population to recognize and apply both individually and collectively, science and technology through research activities designed according to the characteristics of the scientific method. “The appropriation of ICTs as a constitutive part of the citizen and democratic culture of the CT + I and the construction of virtual reality as central to the process of knowledge democratization.

Strategic planning of information from Research and Volcano Monitoring Institutions in Latin America

Abstract: This article proposes the use of strategic planning of information systems to improve the management of information concerning to the volcano monitoring equipment that is in charge of the Research institutions and volcano monitoring in Latin America (RIVMLA). In first place, technology needs are analyzed for information management; subsequently it explains how the strategic plan of information systems is being develop and lastly it gives a concrete result that consist in the construction of the software GLOVOREMID (Global Volcano Research and Monitoring Institutions Database) product and it evaluates the improvements of management information. The surveys that were applied in the first part of the investigation, shows that the majority of the RIVMLA uses spreadsheets as a tool to store data from volcanic activity and volcanic monitoring tools, that identifies a general knowledge of relational bases from scientist and technicians, but still needs the appropriation of RIVMLA information technologies. As a result product of this investigation process and through the application of information management strategies, it presents a software denominated GLOVOREMID, which facilitates the diagnosis of volcano monitoring in Latin America.

La responsabilidad objetiva cumple con los fines de la responsabilidad patrimonial de la administración pública en Colombia y España

Abstract: El sistema de Responsabilidad Objetiva existente en Colombia no es propio del sistema juridico colombiano, por lo tanto adolece de los mismos problemas de su origen que es el Derecho espanol, y estos problemas afectan de manera grave los fines de la Responsabilidad Patrimonial de la Administracion Publica, haciendo necesario un replanteamiento para subsanar estos inconvenientes y transformando el sistema de Responsabilidad Patrimonial de la Administracion Publica colombiano en uno a la vanguardia en la region. El enfoque de la presente investigacion es de caracter deductivo, porque partira de fundamentos juridicos previamente establecidos en sistemas tanto en Francia como en Espana. Tambien se estudiaran conceptos generales de la Responsabilidad Patrimonial de la Administracion Publica; para asi lograr establecer si la Responsabilidad Objetiva cumple o no con los fines de la Responsabilidad Patrimonial de la Administracion Publica.

Mapa de riesgos para la calidad del agua en sistemas de abastecimiento municipales. Un caso colombiano

Abstract: Satisfacer las exigencias de calidad del agua para consumo humano es uno de los principales retos a los que se enfrentan las empresas prestadoras del servicio de acueducto; debido a la degradacion de las fuentes de abastecimiento, al deterioro de las hoyas hidrograficas, y a cambios climaticos que ponen en riesgo los componentes del sistema. El objetivo de este articulo es identificar, analizar y elaborar el mapa de riesgos para la calidad del agua de un sistema de abastecimiento municipal colombiano categorizado con un nivel de complejidad bajo. Se realizo una descripcion, analisis y valoracion cualitativa de las amenazas y vulnerabilidades identificadas. La valoracion del riesgo se realizo a traves de dos criterios: (i) estimacion de la probabilidad de ocurrencia, e (ii) impacto por la materializacion del riesgo. Los resultados muestran que las fuentes de abastecimiento “La Moya” y “Bellavista” presentan riesgos dominantes de tipo antropico y natural, respectivamente. Adicionalmente, los resultados sugieren que las condiciones de calidad del agua son aptas para consumo humano; no obstante, se requiere garantizar el tratamiento de desinfeccion en la potabilizadora debido a la presencia de coliformes. Consecuentemente, el indice de riesgo de calidad del agua muestra una clasificacion de “alto riesgo”, debido principalmente a la presencia de coliformes y E. coli.
