Abstract: This paper exploits the panel dimension of the Vietnam Living Standards Survey (VLSS) in order to analyze the main changes occurring in agriculture in Vietnam over the period 1993-1998. This period was marked by a continuation of the reforms that began in 1988 with the implementation of Resolution 10, Vietnam's own version of the Chinese Household Responsibility System. We focus on the impact of two main policy changes: first, the increase in the rice export quota and the significant increase in the price of rice, especially in the south; second, liberalization of the fertilizer market and the sharp drop in the price of fertilizer. To this end, we document changes in the empirically observable "institutional environment", exploring changes in rice and other crop prices as well as fertilizer prices. With this as background, we explore changes in r ice production, consumption and marketing, and their links to changes in prices and incomes. We also estimate the degree to which these increases can be "explained" by increased use of inputs like fertilizer, cropping intensity, and increased yields. Finally, we investigate the distributional impacts of these changes, including a detailed examination of the linkages between rice marketing and income distribution using nonparametric econometric techniques. We find that the agricultural reforms had a largely beneficial impact on the well being of rural households throughout Vietnam, but that farmers in the south gained most, consistent with expectations given the policy changes. More generally, our conclusions suggest that market reforms can have a significant impact on incentives, without adverse consequences for income distribution.

Abstract: The last few years have seen a notable increase in the number of studies investigating the causes and effects of natural disasters in many dimensions. This paper seeks to review and assess available empirical evidence on the ex-post microeconomic effects of natural disasters on the accumulation of human capital, focusing on consumption, nutrition, education and health, including mental health. Three major findings come forward from this work. First, disasters appear to bring substantial damages to human capital, including death and destruction, and produce deleterious consequences on nutrition, education, health and many income-generating processes. Furthermore, some of these detrimental effects are both large and long-lasting. Second, there is a large degree of heterogeneity in the size – but not much in the direction – of the impacts on different socioeconomic groups. Yet, an empirical regularity across natural hazards is that the poorest carry the heaviest burden of the effects of disasters across different determinants and outcomes of human capital. Finally, although the occurrence of natural hazards is mostly out of control of authorities, there still is a significant room for policy action to minimize their impacts on the accumulation of human capital. We highlight the importance of flexible safety nets as well as the double critical role of accurate and reliable information to monitor risks and vulnerabilities, and identify the impacts and responses of households once they are hit by a disaster. The paper also lays out existing knowledge gaps, particularly in regard to the need of improving our understanding of the impacts of disasters on health outcomes, the mechanisms of transmission and the persistence of the effects in the long-run.

Abstract: This article derives novel testable implications of referral-based job search networks in which employees provide employers with information about potential new hires that they otherwise would not have. Using comprehensive matched employer–employee data covering the entire workforce in one large metropolitan labour market combined with unique survey data linked to administrative records, we provide evidence that workers earn higher wages and are less inclined to leave their firms if they have obtained their job through a referral. These effects are particularly strong at the beginning of the employment relationship and decline with tenure in the firm, suggesting that firms and workers learn about workers' productivity over time. Overall, our findings imply that job search networks help to reduce informational deficiencies in the labour market and lead to productivity gains for workers and firms.

Abstract: This paper considers the effect of spouse's characteristics on three aggregated non-paid time uses, active leisure time; child caregiving time; and home production time, using the American Time Use Survey (ATUS). The time diary of each married individual with children under the age of 13 (mothers and fathers) is analyzed, both in terms of the level of non-paid time and the wife's share of the total level of the daily activity for the couple. Three spousal variables: the relative wage of the wife compared to her husband, spouses' weekly hours of employment; and, in the level equations only, the spouses' time in the same activity are considered. Each of these spousal variables needs to be estimated in order to address issues of both endogeneity and missing data. Three alternative strategies to address these problems are explored: predictions within the sample, predictions from outside the sample and propensity matching which "marries" mothers with time diaries to fathers with time diaries who have propensity scores similar to the women's husband. The results show very little effect of one spouse on the level of other spouse's unpaid time use. This absence of spousal effects is similar to the reduction of spousal effects in employment time described in Blau and Kahn (2005). In terms of the share of wife's time in the activity, we find higher relative wages of the mother compared to her husband leads to a greater share of child care done by the mother on both weekdays and weekends. No consistent effect of relative wages is found on the mother's share of leisure or home production.
