Abstract: Paul Ricœur’s dialogue has been constant with the human and social sciences, but with little attention given to economics. This Ricœurian silence on the economy is relative. Without developing an epistemology of economics, he showed a constant preoccupation with the working-class condition (cf. Simone Weil) and the practical effects of economic alienation. He has constantly focused on work rather than economics, on exchanges rather than modeling the mathematical economy that forgets economics as a social science. His anthropology is an anthropology of the capable man rather than that of the accounting man. Indeed, its ethical concern reinstates in terms of evaluations an economic activity, not only standardizing but unidimensionalizing, which resorbs the plan of value in that of price. His anthropology of the capable man reevaluates the figure of the economic agent. Thus in Ricœur, the ethical concern is epistemologically informed by the social sciences. He thinks ethics and economy together through the symbolic mediations of the institutions and structures that make exchanges possible. From whence a fine approach to the theses of Marx on economic alienation, and later an encounter with the works of the economist Amartya Sen, not without links to the works of Martha Nussbaum on capabilities.

Abstract: Sous l’influence de mouvements coloniaux humanitaires, la Societe des Nations impose aux puissances de tutelle des ex-colonies allemandes, revenues mandats B et C, de mener une politique antialcoolique. Celle-ci constitute ce qu’on appellerait aujourd’hui un « agenda international ». Elle est maintenue par l’instance chargee de superviser les administrations mandataires, la Commission Permanente des Mandats, en depit de doutes croissants sur la validity de l’argument demographique qui contribue a la justifier : la depopulation des colonies censement entrainee par les importations d’alcool europeen. Confrontee a l’incertitude de ses experts sur l’incidence reelle de l’alcoolisme, et a la hausse tendantielle des importations d’alcools dans les mandats, cette commission s’en tient neanmoins a l’agenda antialcoolique, et exerce en la matiere une influence normative manifeste sur l’exercice colonial du pouvoir dans les mandats. Influenced by humanitarian colonial movements, the League of Nations imposed an anti-alcohol policy on the powers that administered the former German colonies as B mandates and C mandates. The policy is best understood by what is known today as an “international agenda.” Despite increasing doubts about the demographic arguments used to justify it, namely the supposed depopulation of the colonies by European alcohol imports, the Permanent Mandates Commission that supervised the governments of the various mandates insisted that mandatory administrations should enforce it. Faced with its own experts’ uncertainties about the real incidence of alcoholism, and with the overall growth of alcohol imports in the mandates, the commission stuck nonetheless to its anti-alcohol agenda, exerting a definite normative influence on the way the colonial powers ruled the mandates.
