Managing the risks of extreme events and disasters to advance climate change adaptation. Special report of the Intergovernmental Panel on Climate Change.
TLDR
In this paper, a special report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC).Abstract:
This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decision making under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies. A Bayesian vulnerability assessment tool for drinking water mains under extreme events
TL;DR: The main aim of the work was to provide decision makers with an effective operational tool which could support them mainly to increase risk awareness and preparedness and, possibly, to ease emergency management.

Improving flood risk analysis for effectively supporting the implementation of flood risk management plans: The case study of “Serio” Valley
TL;DR: The results have demonstrated the ability of FloodRisk, respect to EDQ approach, to distinguish successfully different levels of vulnerability of exposure elements, thanks to the use of asset value and depth-damage curves, that allows a suitably evaluation of the effectiveness of risk mitigation strategies.
The Atmosphere as a Global Commons - Challenges for International Cooperation and Governance
TL;DR: In this paper, the authors analyze global climate policy as the problem of transforming governance of the atmosphere from an open-access into a global commons regime, which involves several challenges: setting an atmospheric stabilization goal requires balancing risks of climate change and risks of mitigation.

The effect of future reduction in aerosol emissions on climate extremes in China
TL;DR: In this article, the authors investigated the effect of reduced aerosol emissions on projected temperature and precipitation extremes in China during 2031-2050 and 2081-2100 relative to present-day conditions using the daily data output from the Community Earth System Model ensemble simulations under the Representative Concentration Pathway (RCP) 8.5 with an applied aerosol reduction and RCP8.5_FixA) scenarios.

Rescaling social dynamics in climate change: The implications of cumulative exposure, climate justice, and community resilience
TL;DR: This paper explored cumulative exposure, climate justice, and flood risk with specific reference to community resilience, vulnerability, and social justice characteristics at the county-level within the U.S. Mississippi River basin from 1990 to 2009.
