Managing the risks of extreme events and disasters to advance climate change adaptation. Special report of the Intergovernmental Panel on Climate Change.

TLDR
In this paper, a special report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC).
Abstract
This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decision making under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies. Wicked Challenges at Land's End: Managing Coastal Vulnerability Under Climate Change

TL;DR: This paper reviewed both climatic and non-climatic drivers of the growing stresses on coastal natural and human systems, painting a picture of the mostly harmful impacts that result and the interactive and systemic challenges coastal managers face in managing these growing risks.

Forecasting effective drought index using a wavelet extreme learning machine (W-ELM) model

TL;DR: A wavelet-based drought model using the extreme learning machine (W-ELM) algorithm where the input data are first screened through the wavelet pre-processing technique for better accuracy is developed to forecast the monthly effective DI (EDI).

A canonical response of precipitation characteristics to global warming from CMIP5 models

TL;DR: In this paper, the authors find that increased CO2 emissions induce a global adjustment in circulation and moisture availability manifested in basic changes in global precipitation characteristics, including increasing risks of severe floods and droughts in preferred geographic locations worldwide.

Building with Nature: in search of resilient storm surge protection strategies

TL;DR: In this paper, a conceptual framework for Building with Nature is used to evaluate coastal protection strategies, based on a case study of the Holland coast in the Netherlands, and the added value and the limitations of these strategies are discussed.
