Managing the risks of extreme events and disasters to advance climate change adaptation. Special report of the Intergovernmental Panel on Climate Change.

TLDR
In this paper, a special report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC).
Abstract
This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decision making under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies. Response and Recovery after the Joplin Tornado: Lessons Applied and Lessons Learned

TL;DR: The authors argue that Joplin's rapid recovery is a result of Federal, state and local officials letting the voluntary sector, including businesses, national charities, churches, and local community groups, lead the response and recovery.

Disaster and Pandemic Management Using Machine Learning: A Survey

TL;DR: A literature review of state-of-the-art machine learning algorithms for disaster and pandemic management and how these algorithms can be combined with other technologies to address disaster andPandemic management is provided.

Studying Displacement After a Disaster Using Large-Scale Survey Methods: Sumatra After the 2004 Tsunami

TL;DR: The comparison reveals that migration after a disaster is less selective overall than migration in other contexts, and gender and age are strong predictors of moving from undamaged areas but are not related to displacement in areas experiencing damage.

Survival and growth patterns of white spruce (Picea glauca [Moench] Voss) rangewide provenances and their implications for climate change adaptation

TL;DR: The results indicate that the adaptive capacity and growth potential of white spruce varied considerably among 245 range-wide provenances sampled across North America; however, the results revealed that local populations could be outperformed by nonlocal ones.

Conditions for the successful deployment of electric vehicles – A global energy system perspective

TL;DR: In this paper, the authors analyse scenarios of car technology deployment and the global energy system using the Global Multi-regional MARKAL (GMM) cost optimisation model and show that assuming a market of substantial size for such short-range cars leads to technologies such as battery electric vehicles (BEVs) being deployed more readily.
