Abstract: The problem addressed in this paper is the analysis of a distributed consensus algorithm for arbitrary networks, proposed by Benezit et al. In the initial setting, each node in the network has one of two possible states (“yes” or “no”). Nodes can update their states by communicating with their neighbors via a 2-bit message in an asynchronous clock setting. Eventually, all nodes reach consensus on the majority states. We use the theory of electric networks, random walks, and couplings of Markov chains to derive an O(N4 log N) upper bound for the expected convergence time on an arbitrary graph of size N.

Abstract: A device for monitoring vital values or functions of frail persons or persons needing monitoring is provided. The device includes units for recording and analyzing the vital values, units for determining the location of a person equipped with the device, and a mobile radio transmitter and receiver. When the monitoring function is turned on and at least one critical value is detected in the person needing monitoring, an emergency call number is automatically dialed by the device mentioned last and these data transmitted to the emergency call number. The device may be made up of at least two functional modules of which one accommodates at least the units for recording and analyzing the vital values, and one is designed as mobile telephone suitable also for voice communication. Those functional modules operate as a master-slave system.

Abstract: The invention relates to a method for installing software in a hardware in which the software data in a plurality of steps (16 to 24) cooperating in one with the hardware (10) memory (14) are stored, wherein the installation an identifier (s) read, this is linked to the software and data stored together with these in the memory (14). The invention is characterized in that the identifier on at least a hardware-related value (h) is based, such as registry entries, disk structure, disk serial number, processor serial number, path name and / or the like. In particular, a software represented by (26) signs the values via a telecommunications network (24) and the signature stored in its memory (28).

Abstract: The invention relates to a single-mode low-dispersion optical fiber for wavelength division multiplexing (WDM) of an optical transmission link, comprising a central fiber core with a radius r1, two inner layers of cladding with an outer radius r2 or a, whereby a is greater than r2, and an outer layer of cladding, whereby the refractive index n(r) of the fibers is inconstant as a function of the fibre radius r (a triple clad fiber). A fiber with a low dispersion in the wavelength range of approximately 1400 - 1700 nm, i.e. in the third optical window, can be manufactured using conventional production methods by selecting the appropriate profile and refractive index differentials between the core and or cladding without increasing the attenuation of said fibers. The transmission quality and output of an optical transmission link is increased by the inventive fibers in comparison with other standard optical fibers.

Abstract: In November 1995 the International Telecommunication Union Telecommunications Sector (ITU-T) approved an 8-kb/s speech coding algorithm with wireline quality. This culminated the effort that the CCITT had set in motion in 1990. This article presents the methods for managing the project through its major milestones from setting the terms of reference to the selection, testing, optimization, and dissemination of the algorithm. While G.729 was being finalized, a new requirement for a low complexity 8-b/s speech coding arose. This article explains how the change in scope was accommodated without the unnecessary proliferation of incompatible algorithms.
