Abstract: Modern economic theory cannot overcome the neoclassical dichotomy «producer - consumer», which contradicts the principle of methodological atomism and therefore is a methodological problem. The authors found that the producer-consumer dichotomy is partially solved with the help of theoretical tools such as the equilibrium approach and the balance method, but this is not a methodological solution. The authors proved that the solution to the producer-consumer dichotomy can be a synthesis of the theory of productive consumption and the theory of economic communications.

Abstract: Analysis of the progress of economic reforms shows that territorial formations have not yet become full-fledged economic entities, and their authorities [have not become] proper agents of economic operation. They have not been able to ensure a combination of national economic, sector, and regional interests, or to form a judicious economic organization for the vital activity of the population even on relatively small territories. The receipt of social benefits in municipal and regional communities has not been made closely dependent on the results of their activity.

Abstract: This paper analyzes the modern trends in the development of innovation infrastructure (II) in Russia and abroad. An intensive way of development of foreign technology parks is shown, which, acquiring new qualitative features, become centers of innovation at the international level, i.e. they transform to Innovation Centers (IC). The specific features of IC as an institute of innovative economy are marked. The main trend of the development of the Russian innovation infrastructure is shown as an extensive one, relying mainly on a quantitative increase and a partial modernization of the old elements. This is the path generated by contradictions, shortcomings and mistakes in the actions of the state and business. Some paradoxes of the development of the Russian innovation infrastructure are considered: the lack of reliable information about the quantitative configuration of innovation infrastructure, the lack of unified conceptual tools for the system of II elements, effective mechanisms for their interaction, and the innovation’s demand. The main reasons for the emergence of these paradoxes are associated with the lack of a unified (systemic) approach for solving a problems accumulated in the innovation sphere are analyzed. It is shown that the state attempts directed to the development of innovation policy and its financial support, to introduce various mechanisms of interaction between the participants of the innovation process, revive some II elements, as well as the creation of principal new elements, do not bring the expected results. We propose a number of ways for overcoming the existing paradoxes. They include: developing and implementing a single conceptual framework of innovation policy, the state monitoring and reporting system, and linking innovation infrastructure development plans with Federal Strategies and Programs.

Abstract: Currently, one of the priorities of the country's development is the transition of the economy to an innovative path of development. Analysis and evaluation of innovative development at the regional and national levels, quantitative assessment of regional innovation activity, and development of methods for evaluating the effectiveness of interaction between science and business that allow choosing the right strategies for solving management problems are of particular relevance. The subject of the research is the indexes of innovative development of regions. The purpose of the study is to compare the indexes of innovative development of regions and identify indexes that do not have significant differences. Eight indexes describing the innovative development of Russian regions are compared. We use four of the author's indexes, published earlier: the index of technical efficiency innovative space for international patent applications TEMPZ, the index of technical efficiency innovative space for patent applications TEPZ, the index of technical efficiency innovative space issued patents TEPV and the index of technical efficiency innovative space developed for new technologies TETECH. Along with the author's indexes, four other indexes with a similar applied focus are considered, published by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) in National Research University — Higher School of Economics (HSE), RIA rating, and Association of Innovative Regions of Russia (AIRR). In the course of the study, a comparative analysis of the indexes of innovative development in the space of expert-defined characteristics of regional differentiation was made. Analysis of the cosines of the angles between the indexes constructed using the beta coefficients of the regressions of these indexes on the differentiation characteristics allows us to refine the results of correlation analysis and identify a subset of indexes that are not distinguishable when solving control problems parameterized using the differentiation characteristics.
