Abstract: Access to farm data via market may facilitate more productive contracting, as the benefits from alternative contracts might be estimated more comprehensively and precisely Using computer simulations on a stylized model, this study reveals a conflict between public and private interest in establishing such market The model describes contracting under the uncertainty about benefits and the limited agent's capacity to maintain contracts It works in two modes: ordinary (the benefit from only one contract can be estimated each time step) and digital (the benefits from all available contracts are estimated simultaneously and the preciseness is better) The incremental cash flow from changing the ordinary mode for digital, both in private and public dimensions, is in the focus of the study Because of the uncertain and incomplete (in the ordinary mode) estimates, the acceptance or rejection of digitalization depends on risk aversion In a mature economy, the consensus about digitalization is not possible unless the public gain is redistributed In an emerging economy, such consensus is possible if risk lovers are present among the agents and all lotteries with the nonpositive mean are theirs So, the society can earn from the data market but, in the general case, farmers may lose

Abstract: The work is devoted to the improvement of the existing system of strategic management of the Russian oil and gas complex using the program-target method, which is one of the most effective tools of world management practice. The directions for improving the management system of the oil and gas complex of Russia were determined on the basis of the analysis and identified shortcomings of the existing hierarchy of documents of the strategic planning of the development of the oil and gas complex. It was found that the current system of strategic planning of the oil and gas sector is characterized by a large number of documents of various levels, often outdated, adopted with a significant time lag, which are not coordinated with each other in time, goals, objectives, indicators, activities and resources. Documents of the industry level are developed only within the framework of goal-setting, in the absence of the specification of these documents in the forecasts, programs and plans, consistent with budget projections. The system of target indicators used in industry documents does not fully describe the tasks that have been set, which makes it difficult to monitor the development of the oil and gas complex. The article proposes an approach to strategic planning and monitoring of the development of the oil and gas complex using a programtarget method that will allow solving the problems outlined above. The levels and stages of the strategic planning of the development of the oil and gas complex are considered, for each of which an optimized list of strategic planning documents is given. In relation to the oil industry of Russia, a strategic goal, tactical tasks and a set of target indicators characterizing the degree of solving the corresponding tasks have been proposed. In addition, the requirements for sectoral forecasts, programs and plans were considered, and a procedure was proposed for monitoring the implementation of strategic planning documents for the development of the oil and gas complex.

Abstract: The destroyed Unit #4 is not a save object The remains of the nuclear fuel are not in a stable state in the sense both of nuclear processes and space distribution. The probability of a new nuclear chain reaction is not equal to zero. Many radioactive isotopes have half lives of 3000 years and more. Our descendants ought to deal with aftermath of the Chernobyl tragedy for centuries ahead.The current report is not aimed to solve complicated technical problems of the Chernobyl Nuclear Power Plant. Abstract: In this chapter, we examine mechanisms that have strong Nash equilibria for any preference profile. We start with some examples (Section 5.1), then investigate in more detail a strongly consistent mechanism with tokens (Section 5.2). Section 5.3 addresses the issue somewhat more theoretically. In particular, we show that for any maximal blocking B, there exists a mechanism whose set of equilibrium outcomes coincides with the core of the blocking B. Further (Section 5.4) we consider direct core mechanisms, that is SCFs whose outcomes are in the core. The existence of a strongly consistent selector from the core depends on a property of the underlying blocking, namely “lam-inability”. In Section 5, we introduce several equivalent characterizations of laminable blockings, in particular an elimination procedure for finding strong Nash equilibria. Then (Section 5.6) we provide examples of laminable blockings and in Section 7, formulate a necessary and sufficient condition for lam-inability in terms of the blocking relation itself. In Section 8, we tackle the case of neutral laminable blockings. The Appendix provides insights on the strong implementation issue.

Abstract: The development of the concept of strategic planning and management of a changing economy is considered. The research is based on the provisions of the system economic theory, which makes it possible to fully describe the dynamics of changes and their mutual impact on the economy and society. At the same time, the “new system feature” of strategic planning means bringing the strategy-building mechanisms into line with both the requirements of the new economy and the internal logic of the evolution of the national socio-economic system (SES). The theoretical and practical significance of the approach is to improve the model of planning and management in the Russian Federation, since the existing practice is not fully adequate to the new economy, which creates difficulties and risks for the scientific and technological development of the country in the era of global changes. In this regard, the concept of strategizing the economy based on system economic theory is proposed. The definition of “strategizing” concept, as well as its scientific foundations and key stages, is formulated. The scheme of strategizing as an iterative process is presented. It is shown that following the system concept of strategizing the new economy can significantly increase the validity of the strategy and lead to the harmonization of the SES; otherwise, the imbalance of sectors and the non-stationary economy may increase.
