Abstract
Agriculture and fishing are the primary source of almost all our food, as well as of many other products, so remain vital activities even though their share in the economy is small and in continuous decline. Partly for this reason public policy in these areas is almost entirely integrated at European level in the Common Agricultural Policy (CAP) and Common Fisheries Policy (CFP). Forestry policies are also heavily affected by EU-level decision-making. As agriculture dominates in terms of direct contribution to GDP and numbers of people engaged in it, as well as accounting for the largest amount of public support expenditure, it is agriculture that will receive the greatest attention here.

TL;DR: In this paper, the authors argue that more secure, less vulnerable fishers make more effective and motivated fishery managers in the context of participatory or rights-based fisheries governance, and further suggest that insecurity among fishers living in poverty can be most effectively addressed by social and political development that invokes the existing legal framework supporting the Universal Declaration of Human Rights.

On a measure of lack of fit in time series models

TL;DR: In this paper, the overall test for lack of fit in autoregressive-moving average models proposed by Box & Pierce (1970) is considered, and it is shown that a substantially improved approximation results from a simple modification of this test.
