TL;DR: In this paper, the authors formulate the essence of competitiveness monitoring by measuring and systematizing the author's approaches to the interpretation of this term and assessment of information level and regulatory support for regions' competitiveness monitoring in practice.
Abstract: The latest trends in the analysis of socio-economic development, as opposed to taking into account the globalization processes impact, put more emphasis on the trends of regionalization at the interstate level. The understanding of the fact that not only states and enterprises but also individual regions are competing makes it possible to realize clearly the ultimate goal of the overall transformation of large economic systems which are designed to form, on the one hand, the most organic conditions for the development of individual regions and territories, and on the other, to take into account the prospects of regions’ involvement in the state regional policy implementation based on the results of their competitiveness monitoring. The article aims to formulate the essence of competitiveness monitoring by measuring and systematizing the author’s approaches to the interpretation of this term and assessment of information level and regulatory support for regions’ competitiveness monitoring in practice. The article systematizes information and regulatory support for monitoring competitiveness in Ukraine. The approaches to monitoring the competitiveness of regions and its functions are grouped; the features of problem-oriented monitoring of competitiveness are considered; a system for monitoring the implementation of state regional policy and its components is outlined; the principles of monitoring the competitiveness of the region are determined. The conclusion is made about the dynamism and changeability of the regional competitiveness phenomenon under the influence of factors of the changing development environment. It, in turn, makes it necessary to clarify the list of indicators that are determined in the process of the regions’ competitiveness monitoring, the systematic nature of the monitoring itself, and further consideration of its results in the state regional policy implementation.

TL;DR: The problem of classifying, up to similarity, all the matrices over a commutative ring (which is not a field) is usually very difficult; in most cases it is "unsolvable" as discussed by the authors.
Abstract: The problem of classifying, up to similarity, all the matrices over a commutative ring (which is not a field) is usually very difficult; in most cases it is “unsolvable” (wild, as in the case of the rings of residue classes considered by Bondarenko [1]). In such situation, an important place is occupied by irreducible and indecomposable matrices over rings.

TL;DR: A TIS in Ukrainian (UTIS) as discussed by the authors seeks to diminish an information gap concerning teratogens in the country by providing access to articles in Ukrainian which are summaries extracted from leading international TIS and other sources.
Abstract: Background Leading Teratology Information Systems (TIS) arose in major industrial nations and are mostly in English. The prevalence of anglophone speakers in Ukraine is among the lowest in Europe. A TIS in Ukrainian (UTIS) seeks to diminish an information gap concerning teratogens. The process and results related to UTIS are applicable to formulations of other TIS in vernacular languages. Methods Implementation of a free-access UTIS and analysis of utilization patterns. UTIS provides access to articles in Ukrainian (AU) which are summaries extracted from leading international TIS and other sources. AU are revised at least tri-annually. Results UTIS provides access to over 1,100 AU accrued since 2016 to the present. The number AU views increased from nearly 30,000 (2016) to over 80,000 (2020); the number of visitors increased from 3,500 to 58,000 during the same periods. The highest percent of users per urban population (2.09, 1.77, and 1.72) was in Ternopil, Ivano-Frankivsk, and Kyiv (capital), respectively; the lowest was in Odesa (0.17). Conclusions UTIS reduced an information gap in Ukraine concerning teratogenic risk factors. The process can be implemented elsewhere relying on generally available local resources.

TL;DR: In this paper, the emission intensity of the characteristic bands of the chlorine molecule (at 200, 257, and 307 nm) has been optimized in relation to the pumping conditions, pressure, and the composition of the working mixture.
Abstract: The emission from the plasma (λ=195–670 nm) of a high-frequency longitudinal discharge in a helium-chlorine mixture has been studied. The emission intensity of the characteristic bands of the chlorine molecule (at 200, 257, and 307 nm) has been optimized in relation to the pumping conditions, pressure, and the composition of the working mixture. The dynamics of the discharge current and the plasma emission have been investigated.

TL;DR: It’s time to get used to the idea that this country doesn’t have much in common with the rest of Europe.
