Abstract: Multivariate forecasting methods are intuitively appealing since they are able to capture the inter-series dependencies, and therefore may forecast more accurately. This study proposes a multi-series structural time series method based on a novel data restacking technique as an alternative approach to seasonal tourism demand forecasting. The proposed approach is analogous to the multivariate method but only requires one variable. In this study, a quarterly tourism demand series is split into four component series, each component representing the demand in a particular quarter of each year; the component series are then restacked to build a multi-series structural time-series model. Empirical evidence from Hong Kong inbound tourism demand forecasting shows that the newly proposed approach improves the forecast accuracy, compared with traditional univariate models.

Abstract: The article seeks to add to the growing contribution of discursive approaches to the study of political institutions by analysing the possibilities for cross-fertilisation between discursive institutionalism and post-structuralist discourse theory. Analysing Vivien Schmidt's version of discursive institutionalism, it argues that Schmidt's concept of discourse results in a model of explanation of institutional change that overlooks questions about the relations between power, politics and discourse. It further argues that while post-structural discourse theory has made important contributions to the understanding of the discursive nature of social practices, it has so far failed fully to take on board the institutional dimension of politics. It concludes that an integration of Schmidt's insights on discursive institutionalism with post-structuralist discourse theory allows a more rounded analysis of the political dimension of institutions and of the institutional dimension of politics, as well as a better understanding of institutional change. To illustrate our arguments we draw on our own research to analyse the relations between discourse and institutions in the 2002 presidential electoral campaign in Brazil and in Argentina's poverty reduction policies in the 1990s.

Abstract: Prisons in Sao Paulo and Rio de Janeiro are run not so much by prison guards as by inmates. In circumstances of severe overcrowding and acute staff shortage, prisoners are recruited or organise themselves, not only to perform clerical and janitorial work, but also to provide for welfare, discipline and security. Such inmate governance is as much a defining feature of Brazilian prison life as are inhumane living conditions. In recent years the roles played by inmates in managing the day-to-day running of Brazilian prisons have been largely subsumed by prison gangs. However, staff-inmate relations remain characterised less by conflict and power as by accommodation and reciprocity.

Abstract: Heavy metal contamination in herbal medicines is a global threat to human beings especially at levels above known threshold concentrations. The concentrations of five heavy metals cadmium (Cd), lead (Pb), arsenic (As), mercury (Hg) and copper (Cu) were investigated using Inductively Coupled Plasma Optical Mass Spectrometry (ICP-MS) with 1773 samples around the world. According to Chinese Pharmacopoeia, 30.51% (541) samples were detected with at least one over-limit metal. The over-limit ratio for Pb was 5.75% (102), Cd at 4.96% (88), As at 4.17% (74), Hg at 3.78% (67), and of Cu, 1.75% (31). For exposure assessment, Pb, Cd, As, and Hg have resulted in higher than acceptable risks in 25 kinds of herbs. The maximal Estimated Daily Intake of Pb in seven herbs, of Cd in five, of Hg in four, and As in three exceeded their corresponding Provisional Tolerable Daily Intakes. In total 25 kinds of herbs present an unacceptable risk as assessed with the Hazard Quotient or Hazard Index. Additionally, the carcinogenic risks were all under acceptable limits. Notably, As posed the highest risk in all indicators including Estimated Daily Intake, Hazard Index, and carcinogenic risks. Therefore further study on enrichment effect of different states of As and special attention to monitoring shall be placed on As related contamination.
