Basel III: Is the Cure Worse than the Disease?

Abstract: Basel III will force banks to shift their business model from liability management, in which business decisions are made about asset volumes, with the financing found in short term wholesale markets as necessary, to asset management, in which asset volumes are constrained by the availability of funding. We find, contrary to what many have argued, that once there is a full adjustment, the costs of credit to low risk bank borrowers – the majority of customers – will be only moderately affected; but that there will a reduction in availability and higher cost at the riskier end of the credit spectrum. Alternative arrangements are therefore needed for financing of risky exposures if a fall in economic growth is to be avoided. In this context securitisation (broadly defined to include all forms of bank sponsored collateralised instrument, including covered bonds) will be of central importance. Re-establishing securitisation markets on a sounder footing appears essential, in order both to prevent a renewed credit contraction and to help prevent riskier borrowers from being cut off from credit. The shifts in bank balance sheets will also require substantial portfolio adjustments amongst long term institutional investors, from short term to long term debt and from debt to equity. The associated adjustment of both market prices and required returns can be accommodated but poses a substantial co-ordination problem and could take a long time. Finally the new liquidity rules could create new unintended systemic risks. In particular the proposed definition of eligible liquid assets is dangerously over-concentrated on government debt. The definition of should be broadened to give banks more scope to hold liquidity in the form of commercial claims; and central banks should clarify in what circumstances they will provide emergency liquidity assistance.

Mental Health Literacy of Depression: Gender Differences and Attitudinal Antecedents in a Representative British Sample

Abstract: Background: Poor mental health literacy and negative attitudes toward individuals with mental health disorders may impede optimal help-seeking for symptoms of mental ill-health. The present study examined the ability to recognize cases of depression as a function of respondent and target gender, as well as individual psychological differences in attitudes toward persons with depression. Methods: In a representative British general population survey, the ability to correctly recognize vignettes of depression was assessed among 1,218 adults. Respondents also rated the vignettes along a number of attitudinal dimensions and completed measures of attitudes toward seeking psychological help, psychiatric skepticism, and anti-scientific attitudes. Results: There were significant differences in the ability to correctly identify cases of depression as a function of respondent and target gender. Respondents were more likely to indicate that a male vignette did not suffer from a mental health disorder compared to a female vignette, and women were more likely than men to indicate that the male vignette suffered from a mental health disorder. Attitudes toward persons with depression were associated with attitudes toward seeking psychological help, psychiatric skepticism, and anti-scientific attitudes. Conclusion: Initiatives that consider the impact of gender stereotypes as well as individual differences may enhance mental health literacy, which in turn is associated with improved help-seeking behaviors for symptoms of mental ill-health.

Reactions of pentachlorophenol with laccase from Coriolus versicolor.

Abstract: Laccase, purified from Coriolus versicolor, removed pentachlorophenol (PCP) from solution at pH 5, depending on initial PCP concentration and amount of laccase. With 100 units of laccase, 100% of 25 μg ml−1 PCP and 60% of 200 μg ml−1 PCP were removed respectively over 72 h. No free chloride was released in the reaction. In reaction with 100 μg PCP, products were primarily polymers (about 80,000 MW) with only 2–3 pg of o- and p-chloranils formed. Polymers were stable to acid hydrolysis and no release of PCP, or other low-molecular-weight products, was detected over several weeks. Laccase has a potential use in the biotreatment of aqueous effluents containing PCP, with polymerised products being removed from solution due to their high molecular weight.
