Abstract
This report describes an enhanced test system (RTS-96) for use in bulk power system reliability evaluation studies. The value of the test system is that it will permit comparative and benchmark studies to be performed on new and existing reliability evaluation techniques. The test system was developed by modifying and updating the original IEEE RTS (referred to as RTS-79 hereafter) to reflect changes in evaluation methodologies and to overcome perceived deficiencies.

An initial model fo complex dynamics in electric power system blackouts

TL;DR: The model describes opposing forces, which have been conjectured to cause self-organized criticality in power system blackouts, which result in a dynamic equilibrium in which blackouts of all sizes occur.

Multiarea stochastic unit commitment for high wind penetration in a transmission constrained network

TL;DR: This paper presents a unit commitment model for studying the impact of large-scale wind integration in power systems with transmission constraints and system component failures, and presents a scenario selection algorithm for selecting and weighing wind power production scenarios and composite element failures.

A Bilevel Approach to Transmission Expansion Planning Within a Market Environment

TL;DR: In this article, a bilevel model for transmission expansion planning within a market environment, where producers and consumers trade freely electric energy through a pool, is presented, where the target of the transmission planner, modeled through the upper-level problem, is to minimize network investment cost while facilitating energy trading.
