Abstract
This report describes an enhanced test system (RTS-96) for use in bulk power system reliability evaluation studies. The value of the test system is that it will permit comparative and benchmark studies to be performed on new and existing reliability evaluation techniques. The test system was developed by modifying and updating the original IEEE RTS (referred to as RTS-79 hereafter) to reflect changes in evaluation methodologies and to overcome perceived deficiencies.

Short-Term Spatio-Temporal Wind Power Forecast in Robust Look-ahead Power System Dispatch

TL;DR: Numerical simulation suggests that the overall generation cost can be reduced by up to 6% using a robust look-ahead dispatch coupled with spatio-temporal wind forecast as compared with persistent wind forecast models.

A Scenario-Based Multi-Objective Model for Multi-Stage Transmission Expansion Planning

TL;DR: A multi-stage transmission expansion methodology is presented using a multi-objective optimization framework with internal scenario analysis using the genetic-based Non-dominated Sorting Genetic Algorithm (NSGA II) for solving the nonconvex and mixed integer optimization problem.

Economic valuation of reserves in power systems with high penetration of wind power

TL;DR: This paper proposes a methodology to determine the required level of spinning and nonspinning reserves in a power system with a high penetration of wind power through a stochastic programming market-clearing model spanning a daily time horizon.

Pricing Electricity in Pools With Wind Producers

TL;DR: In this article, an electricity pool that includes a significant number of wind producers and is cleared through a network-constrained auction, one day in advance and on an hourly basis, is considered.

Strategic Generation Investment Using a Complementarity Approach

TL;DR: In this paper, the authors provide a methodology to assist a strategic producer in making informed decisions on generation investment by modeling the strategic behavior of the producer through a bilevel model: the upper level considers both investment decisions and strategic production actions and the lower level corresponds to market clearing.

Effect of Station Originated Outages in a Composite System Adequacy Evaluation of the IEEE Reliability Test System

TL;DR: In this article, the effects of terminal stations in composite system reliability evaluation by using the IEEE Reliability Test System (RTS) are discussed. But the authors do not consider the impact of station originated outages on the composite system adequacy indices.

A comprehensive approach for adequacy and security evaluation of bulk power systems

TL;DR: In this paper, a new approach is described for assessing the adequacy and security of bulk power systems, which takes into account generation and transmission failures, load variation, generation economic dispatch, security limits, maintenance schedules, the control actions implemented in emergencies.

Incorporation of a DC-link in a composite system adequacy assessment-composite system analysis

TL;DR: In this paper, the IEEE Reliability Test System (RTS) is augmented by adding a direct current (DC) link and is used as the test system for adequacy evaluation of a composite generation and transmission system.
