Abstract: In this paper, we present a problem specific discrete harmony search (DHS) algorithms to solve the economic lot scheduling problem (ELSP) under the extended basic period (EBP) approach and power-of-two (PoT) policy. In particular, DHS algorithms generate a cyclic production schedule, consisting of n items to be produced on a single machine, where the production cycle of each item is an integer multiple of a fundamental cycle. All the integer multipliers take the form of PoT which restricts the search space but provides good solution qualities. Under the EBP approach, feasibility is guaranteed with a constraint checking whether or not the items assigned in each period can be produced within the length of the period. For this restricted problem, which is still NP-hard, the proposed DHS algorithms employ a multi-chromosome solution representation to encode power-of-two multipliers and the production positions separately. Both feasible and infeasible solutions are maintained in the population through the use of some sophisticated constraint handling methods. A variable neighborhood search (VNS) algorithm is also hybridized with DHS algorithms to further enhance the solution quality. The experimental results show that the proposed algorithms are very competitive to the best performing algorithms from the existing literature under the EBP and PoT policy

Abstract: This paper aims at the development of a fast and sufficiently aspect-independent identification method with the processing of wideband scattered signals from radar targets. In the given method, estimation of signal parameters by rotational invariance techniques (ESPRIT) is mainly used for the purpose of classification of targets in resonance region. Multiple reference vectors acquired by using this technique are reduced to one vector for each target with principal component analysis (PCA) and this sole vector is used as feature vector of the given target. The identification phase is employed according to the highest correlation coefficients between ESPRIT vectors of test signals and feature vectors. The proposed method is applied to small-scale airplane targets modeled with wires and about 88 percent identification rate is obtained even for SNR level of -5 dB. The results for other similar dimension reduction techniques are also demonstrated, and PCA is found to give better accuracy rates.

Abstract: “How to prevent wars” can be considered as reason behind the foundation of field international relations. In other words, after two devastating war humanity realized that we should learn peaceful coexistence. That’s why last 50 years were dedicated to peace which have been the most controversial and gripping notion in all disciplines. Within this context, the notion of sustainable peace becomes more important in last years. On the other hand, chaos and its application in social life- actually our real universe gave insight people to understand social facts with dynamic systems and chaos theory. So, this chapter will be a new and fresh to have sustainable peace with peace intelligence. Peace intelligence is completely new phenomena which coined by Sefika Sule Ercetin.

Abstract: Gunumuzde yeni neslin, dusunce ve fikirlerini ifade etme, siyasal alanda goruslerini beyan etme, cevresindekileri politik hareketlere tesvik etme, secilmis siyasi liderleri sosyal medya uzerinden takip etme konularinda inisiyatif alabildigine iliskin bulgular elde edilmektedir. Bu kapsamda 2015 Haziran secimlerine iliskin 1011 Twitter kullanicisinin mesajlari incelenerek siyasal egilimi belirlenmeye calisilmis ve secilen orneklem uzerinden 364 kullanicin Twitter mesajlari 2015 Kasim secimleri cercevesinde tekrar analiz edilerek siyasal egilimdeki degisiklikler ortaya konmustur. Her ne kadar ulkemizde var olan genelde sosyal medya bu calisma kapsaminda Twitter kullanim orani ve kitlesi secmen kitlesi ile birebir ortusmedigi bulgusu soz konusuysa da, bilimsel arastirma cabalarinin bu alanda yayginlasmasi adina kullanicilarin Twitter hesaplarindaki siyasal egilimi tespit edilmesi gelecek adina onemli bir adim olarak gorulmektedir. Bu baglamda 2015 Haziran secimi cercevesinde orneklemin % 68.2’sinin politik egiliminin saptandigi gorulmustur ki bu veri Turkiye’de 11.6 milyon kullanicisi olan sosyal medya mecrasi Twitter’in gelecekte kamuoyu yoklamalari ve politik egilim saptamalari icin alternatif bir kaynak olabilecegine iliskin umut vadetmektedir. 2015 Kasim secimlerinde ayni 1011 Twitter kullanicisinin 364’une uygulanan analiz araciligiyla ise son secim doneminde siyasal egilimde saptanan oynakligin secmenin bir kismini Twitter uzerinden politik soylemde bulunmamaya, diger kismini ise daha aktif ve keskin politik tutum gelistirmeye ittigi gorulmustur.

Abstract: The argument advanced in this essay is that Hegel and Nietzsche’s method of critical enquiry is not only consonant but embraces a concept of practical freedom that for both philosophers tethers the affective will to the empty formalism of the Kantian rational will. Defining his own philosophical practice as a ‘yea-saying to opposition and war’ (Ecce Homo), Nietzsche engages in a rigorous discipline of thought that proceeds on the dialectical principle of affirmative negation, thereby recuperating what Hegel in his Phenomenology of Spirit refers to as ‘the labour of the negative’. Contrary to Deleuze’s emphatically anti-Hegelian reading of Nietzsche, it is contended that Nietzsche’s yes is the fruit of a cruel and resolutely dialectical no – a no that not only undergirds his affirmative ideal but constitutes the sine qua non of his ethical project of self-overcoming.
