Abstract: This paper outlines a simple approach for incorporating extraneous predictions into structural models. The method allows the forecaster to combine predictions derived from any source in a way that is consistent with the underlying structure of the model. The method is flexible enough that predictions can be up-weighted or down-weighted on a case-by-case basis. We illustrate the approach using a small quarterly structural and real-time data for the United States.

Abstract: We derive forecast confidence bands using a Global Projection Model covering the United States, the euro area, and Japan. In the model, the price of oil is a stochastic process, interest rates have a zero floor, and bank lending tightening affects the United States. To calculate confidence intervals that respect the zero interest rate floor, we employ Latin hypercube sampling. Derived confidence bands suggest non-negligible risks that U.S. interest rates might stay near zero for an extended period, and that severe credit conditions might persist.

Abstract: Over the past three decades, tariff barriers have fallen significantly, leading to an increasing integration of Canadian manufactures into world markets and especially the U.S. market. Much attention has been paid to the effects of this shift at the national scale, while little attention has been given to whether these effects vary across regions. In a country that spans a continent, there is ample reason to believe that the effects of trade will vary across regions. In particular, location has a significant effect on the size of markets available to firms, and this may impact the extent to which firms reorganize their production in response to falling trade barriers. Utilizing a longitudinal microdata file of manufacturing plants (1974 to 1999), this study tests the effect of higher levels of trade across regions on the organization of production within plants. The study finds that higher levels of export intensity (exports as a share of output) across regions are positively associated with longer production runs, larger plants and product specialization within plants. These effects are strongest in Ontario and Quebec, provinces that are best situated with respect to the U.S. market.

Abstract: The merit principle is the primary means of restraining or avoiding political influence in civil service employment. It has received a good deal of attention at the national level of government but much less so at the provincial level. This article is designed to provide an assessment for Atlantic Canada. The author reviews the background in Britain and Canada and, after identifying the main elements of the principle, as developed at the national level of government in Canada, deals separately with each of the four Atlantic governments. He concludes that the merit principle has had its ups and downs throughout the region and that its current status varies considerably from province to province.
Sommaire: Dans le secteur de I'emploi de la Fonction publique, le principe de la selection selon le merite est le meilleur moyen le limiter l'influence de la politique, voire de l'eviter. Ce principe a fait l'objet de beaucoup d'attention au niveau du gouvernement federal, ce qui n'a pas ete autant le cas au niveau provincial. Dans cet article, I'auteur Bvalue la situation B ce sujet dans les quatre provinces de l'Atlantique du Canada. Il commence par passer en revue les donnees en Grande-Bretagne et au Canada, puis met au jour les principaux aspects du principe, tel qu'il a eteelabore au niveau du gouvernement federal, pour en arriver enfin a traiter separement chaque gouvernement des provinces de l'Atlantique. En conclusion, l'auteur dit que le principe de la selection selon le merite a connu des hauts et des bas dans les quatre provinces et, qu'a l'heure actuelle, la situation varie beaucoup de l'une B l'autre.
