Abstract: The RADARSAT Constellation Mission (RCM) is a future Canadian Synthetic Aperture Radar (SAR) mission to be launched in July 2018. The hybrid polarity SAR architecture will be included in the RCM mission, allowing the acquisition of compact polarimetric (CP) SAR data in wide swath imagery. In this study, we investigate the potential of the RCM CP SAR StripMap medium resolution mode for multi-temporal wetlands monitoring using a time series of simulated RCM CP data. Test site for this study is the Bay of Quinte, located on the northern shore of Lake Ontario, Canada. Results show that the tested RCM CP mode is promising for wetland monitoring through change detection.

Abstract: This article disputes what seems to have become the dominant interpretation of the obligation to respect and to ensure respect for International Humanitarian Law, as codified in common Article 1 of the Geneva Conventions and in Article 1(1) of Additional Protocol I. According to this dominant interpretation, States are required to take all appropriate measures to ensure that IHL is observed universally, including by other States and by non-State actors operating in other States. It is argued that the intention of the High Contracting Parties, coupled with their subsequent practice, calls for a much more narrow interpretation of that obligation.

Abstract: Abundance estimates of out-migrating sockeye salmon Oncorhynchus nerka smolts are used to prepare preseason forecasts of adult returns and to set escapement goals. Here we describe a method for estimating smolt flux and abundance that uses side-looking sonar. This method more efficiently covers the river cross section and is logistically easier to deploy than up-looking sonar systems. To account for the skewed vertical distribution of smolts, we used a recently developed model for correcting echo integration bias associated with nonuniform target distribution. The correction is based on adjusting the integrated beam pattern for a given distribution of targets relative to the transverse cross section of the beam. We compared the results with estimates derived from video data and modeled the effect of three vertical distributions of smolts and three transducer pitch angles.
