TL;DR: In this paper, the authors employ discrete choice experiments to examine farmers' preferences for DT traits and explore heterogeneity in these preferences using primary data collected in rural Bihar, India, and demonstrate that risk aversion and loss aversion are important components of farmer utility.
Abstract: Recent efforts to develop rice cultivars with drought-tolerance (DT) traits have resulted in the release of several varieties that demonstrate significant resilience to drought stresses. This paper addresses the previously unanswered question of whether the private sector might play a future role in developing similar strains through applications of advanced biotechnology, and whether their research and development efforts would benefit poor and vulnerable farmers in hazard-prone ecosystems. We employ discrete choice experiments to examine farmers’ preferences for DT traits and explore heterogeneity in these preferences using primary data collected in rural Bihar, India. Using different modeling approaches to capture preference heterogeneity, our results show that farmers value the reduction in yield variability offered by DT cultivars but are willing to pay even more for rice seed that offers yield advantages even under normal conditions. We demonstrate that risk aversion and loss aversion are important components of farmer utility, as these behavioral parameters not only significantly influence choice probabilities but also affect the way farmers value different seed attributes.

TL;DR: This paper introduces a new neighborhood search heuristic that makes effective use of memory structures in a way that is different from that in common implementations of tabu search.
Abstract: Neighborhood search heuristics like local search and its variants are some of the most popular approaches to solve discrete optimization problems of moderate to large size. Apart from tabu search, most of these heuristics are memoryless. In this paper we introduce a new neighborhood search heuristic that makes effective use of memory structures in a way that is different from that in common implementations of tabu search. We report computational experiments with this heuristic on the traveling salesperson problem and the subset sum problem.
