Abstract: Techniques for using measurements made by UEs to improve network performance are described. In one aspect, RF parameters of cells may be determined by taking into account mobility of the UEs. Mobility information for the UEs may be determined based on measurement report messages (MRMs) sent by these UEs for handover. RF parameters such as antenna down-tilt, antenna orientation, antenna pattern, and/or pilot power of the cells may be determined based on the mobility information for the UEs. In another aspect, the RF parameters of cells may be dynamically adjusted based on loading conditions of cells. In yet another aspect, the location of a UE may be determined based on an MRM sent by the UE for handover. The MRM may include timing measurements for multiple cells. The location of the UE may be determined based on the timing measurements.

Abstract: A system and method for adaptively sectorizing channel resources within a digital cellular communication system is disclosed herein. The system includes an antenna arrangement for providing at least first and second electromagnetic beams for receiving a first information signal transmitted by a specific one of a plurality of users, thereby generating first and second received signals. A first set of beam-forming signals are then generated from the first and second received signals. A demodulating receiver is provided for demodulating at least first and second beam-forming signals included within the first set of beam-forming signals, thereby producing first and second demodulated signals. The system further includes a tracking network for tracking multipath information signals, received from various positions and angles of incidence, based on comparison of the first and second demodulated signals.

Abstract: A system and method for providing a message on the graphic display of a wireless device while the wireless device is connecting to an application download server across a wireless network. When the wireless device attempts to communicate with an application download server or changes files while navigating an application download server, a message is transmitted across the wireless network to the computer platform of the wireless device and displayed to the user of the wireless device. The message can be transmitted to the wireless device from the same application download server that the wireless device is attempting to connect to or navigate, or alternately, the message can be transmitted from another server on the wireless network.

Abstract: In this paper, a new encoding approach is proposed to control the JPEG2000 encoding in order to reach a desired perceptual quality. The new method is based on a vision model that incorporates various masking effects of human visual perception and a perceptual distortion metric that takes spatial and spectral summation of individual quantization errors into account. Compared with the conventional rate-based distortion minimization JPEG2000 encoding, the new method provides a way to generate consistent quality images at a lower bit rate.
