TL;DR: This work proposes a scheme that constructs M random beams and that transmits information to the users with the highest signal-to-noise-plus-interference ratios (SINRs), which can be made available to the transmitter with very little feedback.
Abstract: In multiple-antenna broadcast channels, unlike point-to-point multiple-antenna channels, the multiuser capacity depends heavily on whether the transmitter knows the channel coefficients to each user. For instance, in a Gaussian broadcast channel with M transmit antennas and n single-antenna users, the sum rate capacity scales like Mloglogn for large n if perfect channel state information (CSI) is available at the transmitter, yet only logarithmically with M if it is not. In systems with large n, obtaining full CSI from all users may not be feasible. Since lack of CSI does not lead to multiuser gains, it is therefore of interest to investigate transmission schemes that employ only partial CSI. We propose a scheme that constructs M random beams and that transmits information to the users with the highest signal-to-noise-plus-interference ratios (SINRs), which can be made available to the transmitter with very little feedback. For fixed M and n increasing, the throughput of our scheme scales as MloglognN, where N is the number of receive antennas of each user. This is precisely the same scaling obtained with perfect CSI using dirty paper coding. We furthermore show that a linear increase in throughput with M can be obtained provided that M does not not grow faster than logn. We also study the fairness of our scheduling in a heterogeneous network and show that, when M is large enough, the system becomes interference dominated and the probability of transmitting to any user converges to 1/n, irrespective of its path loss. In fact, using M=/spl alpha/logn transmit antennas emerges as a desirable operating point, both in terms of providing linear scaling of the throughput with M as well as in guaranteeing fairness.

TL;DR: An overview of the project and the resources it is generating and the application of ENCODE data to interpret the human genome are provided.
Abstract: The mission of the Encyclopedia of DNA Elements (ENCODE) Project is to enable the scientific and medical communities to interpret the human genome sequence and apply it to understand human biology and improve health. The ENCODE Consortium is integrating multiple technologies and approaches in a collective effort to discover and define the functional elements encoded in the human genome, including genes, transcripts, and transcriptional regulatory regions, together with their attendant chromatin states and DNA methylation patterns. In the process, standards to ensure high-quality data have been implemented, and novel algorithms have been developed to facilitate analysis. Data and derived results are made available through a freely accessible database. Here we provide an overview of the project and the resources it is generating and illustrate the application of ENCODE data to interpret the human genome.

TL;DR: In this article, a diagonalization of the unit cell translation operator is used to obtain exact solutions for the Bloch waves, the dispersion relations, and the band structure of the medium.
Abstract: The propagation of electromagnetic radiation in periodically stratified media is considered. Media of finite, semi-infinite, and infinite extent are treated. A diagonalization of the unit cell translation operator is used to obtain exact solutions for the Bloch waves, the dispersion relations, and the band structure of the medium. Some new phenomena with applications to integrated optics and laser technology are presented.

TL;DR: In this paper, it was shown that only a small fraction of the gas supplied actually falls on to the black hole, and that the binding energy it releases is transported radially outward by the torque so as to drive away the remainder in the form of a wind.
Abstract: Gas supplied conservatively to a black hole at rates well below the Eddington rate may not be able to radiate effectively and the net energy flux, including the energy transported by the viscous torque, is likely to be close to zero at all radii. This has the consequence that the gas accretes with positive energy so that it may escape. Accordingly, we propose that only a small fraction of the gas supplied actually falls on to the black hole, and that the binding energy it releases is transported radially outward by the torque so as to drive away the remainder in the form of a wind. This is a generalization of and an alternative to an `ADAF' solution. Some observational implications and possible ways to distinguish these two types of flow are briefly discussed.

TL;DR: Recent advances in understanding of both the intended functions of miRNAs in managing immune cell biology and their pathological roles when their expression is dysregulated are discussed.
Abstract: Mammalian microRNAs (miRNAs) have recently been identified as important regulators of gene expression, and they function by repressing specific target genes at the post-transcriptional level. Now, studies of miRNAs are resolving some unsolved issues in immunology. Recent studies have shown that miRNAs have unique expression profiles in cells of the innate and adaptive immune systems and have pivotal roles in the regulation of both cell development and function. Furthermore, when miRNAs are aberrantly expressed they can contribute to pathological conditions involving the immune system, such as cancer and autoimmunity; they have also been shown to be useful as diagnostic and prognostic indicators of disease type and severity. This Review discusses recent advances in our understanding of both the intended functions of miRNAs in managing immune cell biology and their pathological roles when their expression is dysregulated.
