Abstract: In the last two decades, many public sector agencies have instituted a wide array of “managing diversity” programs designed to remove barriers to the full participation of women and people of color. Meanwhile, agencies are also increasingly responding to pressure to develop measures to monitor performance of all of their programs. Yet there have been few efforts in place to measure the effectiveness of diversity management programs. This article argues that such an evaluation is essential, and offers a preliminary governmentwide estimation of the success federal agencies have had in breaking down these barriers. We found, for the most part, that there is little evidence that broad‐based diversity programs, nor any of their programmatic components, have created a more equitable work environment for women or people of color. Abstract: Planetary mass companions orbiting seven nearby G and K dwarfs have been found from the Keck Precision Doppler Survey. A "51 Peg-like" planet orbiting HD 49674 has the smallest mass yet found, M sin i = 0.12 MJ. This system does not transit. A double-planet system orbits HD 37124, with periods of 153 days and 6 yr and minimum masses of 0.91 and 1.70 MJ. Single companions with moderate eccentricity have been found orbiting HD 108874, HD 72659, HD 114729, and HD 145675 with orbital periods ranging from 1.09 to 5.98 yr, yielding minimum masses ranging from 0.90 to 4.87 MJ. Periodic Doppler velocity variations, consistent with a mildly eccentric planet in a 1 AU orbit, are reported for the chromospherically active K0 dwarf HD 128311. It remains plausible that these velocity variations are due to stellar photospheric "jitter."

Abstract: Four species of pelagic fish of particular management concern in the upper San Francisco Estuary, California, USA, have declined precipitously since ca. 2002: delta smelt (Hypomesus transpacificus), longfin smelt (Spirinchus thaleichthys), striped bass (Morone saxatilis), and threadfin shad (Dorosoma petenense). The estuary has been monitored since the late 1960s with extensive collection of data on the fishes, their pelagic prey, phytoplankton biomass, invasive species, and physical factors. We used multivariate autoregressive (MAR) modeling to discern the main factors responsible for the declines. An expert-elicited model was built to describe the system. Fifty-four relationships were built into the model, only one of which was of uncertain direction a priori. Twenty-eight of the proposed relationships were strongly supported by or consistent with the data, while 26 were close to zero (not supported by the data but not contrary to expectations). The position of the 2% isohaline (a measure of the physical response of the estuary to freshwater flow) and increased water clarity over the period of analyses were two factors affecting multiple declining taxa (including fishes and the fishes' main zooplankton prey). Our results were relatively robust with respect to the form of stock-recruitment model used and to inclusion of subsidiary covariates but may be enhanced by using detailed state-space models that describe more fully the life-history dynamics of the declining species.

Abstract: Two significant, overriding trends in reform have emerged in special education at all levels from policy to program implementation during the past decade. These are, first, the movement to integrate students with severe disabilities and those with low-incidence disabilities into general education schools and classrooms for their educational programs; second, the effort to retain students with mild and moderate disabilities in the general classroom as an alternative to pull-out programs. These trends are closely associated. Until recently, parallel trends in general education reform have tended to focus on improvement in curriculum and in instructional techniques. Most recently, however, these reform efforts have shifted in the direction of systematic reorganization of school governance structures, policy, and resource utilization at the school site.
