Abstract: A wireless communication terminal is configured for enabling a user to receive and transmit video images as well as receive and transmit audio or speech signals associated with the user of the terminal and another user at, for example, a remote location. The received video image is obtained from a video image signal received over a radio frequency communications link established between the wireless communication terminal and a cellular base station. This received video image is displayed in a video image display conveniently associated with the wireless communication terminal. The transmitted video image signal may be that of the user of the terminal, of a scene within the field of view of the video camera or of text either coupled to the terminal through one of many well known data interfaces, or an image of text as captured by the camera. This transmitted video image signal is obtained from a video camera associated with the wireless communication terminal and then transmitted over the radio frequency communications link established between the wireless communication terminal and the cellular base station for displaying in a remotely located video image display.

Abstract: A system and a method for charging for directed provisioning and using of dynamic content to limited resource devices, through an integrated platform which handles all aspects of aggregation and management of such dynamic content. The integrated platform features a billing system for performing billing actions. The billing system of the present invention interacts with other components of the integrated platform in order to be able to determine the charge for particular triggering events, such as downloading dynamic content, and/or events which are actually triggered by the application itself. The charge is preferably determined according to one of a plurality of rules, as applied by a rules engine of the billing system. These rules are part of a charging policy, which may optionally be determined by the content provider.

Abstract: Mid-infrared (MIR) (3–12 um) spectral imaging is a power analytical tool, but difficult in the back-reflectance mode for in-vivo diagnostics Feasibility of MIR back-reflectance imaging is demonstrated using MIR semiconductor lasers Transmittance through 500-µm thick films of water and blood showed a capability to resolve more than 6-OD signal dynamic range Reflectance scanning imaging through a 150-µm thick film of blood showed negligible scattering effect, indicating the feasibility of optical coherent imaging The result of coherent imaging of a plant leaf shows a MIR sub-surface image that would not be visible in white light With two wavelengths, a similar result for a chicken skin subcutaneous tissue at different focal depths was obtained, showing blood vessels beneath a lipid layer These results suggest that advanced multi-laser wavelength systems in the fingerprint spectral region can be a useful tool for in-vivo spectral imaging in biomedical research and diagnostic applications

Abstract: A method for the analysis, ranking and selection of R&D projects from a portfolio is outlined and demonstrated. It is proposed that an objective multi-criteria decision making method, Data Envelopment Analysis (DEA), be used to split a portfolio of projects into accept, consider further and reject sub-groups. Next, the "consider further" group is examined using a subjective method, the Value Creation Model. Such an approach allows for obvious decisions to be automated and complex decisions to be given careful consideration, an approach that is more consistent with how practising managers actually make select/reject decisions. DEA allows for comparison of variables without requiring weights or conversion factors. The relation between research strategy and consideration of categorical data is considered in relation to the research portfolio of the Advanced Technology Division of Bell Laboratories.
