Abstract: We report the results of a first study that uses numerical simulations to estimate the accuracy with which one can use gravitational wave observations of double neutron-star inspiral to measure parameters of the neutron-star equation of state. The simulations use the evolution and initial-data codes of Shibata and Ury\ifmmode \bar{u}\else \={u}\fi{} to compute the last several orbits and the merger of neutron stars, with matter described by a parametrized equation of state. Previous work suggested the use of an effective cutoff frequency to place constraints on the equation of state. We find, however, that greater accuracy is obtained by measuring departures from the point-particle limit of the gravitational waveform produced during the late inspiral. As the stars approach their final plunge and merger, the gravitational wave phase accumulates more rapidly for smaller values of the neutron-star compactness (the ratio of the mass of the neutron-star to its radius). We estimate that realistic equations of state will lead to gravitational waveforms that are distinguishable from point-particle inspirals at an effective distance (the distance to an optimally oriented and located system that would produce an equivalent waveform amplitude) of 100 Mpc or less. As Lattimer and Prakash observed, neutron-star radius is closely tied to the pressure at density not far above nuclear. Our results suggest that broadband gravitational wave observations at frequencies between 500 and 1000 Hz will constrain this pressure, and we estimate the accuracy with which it can be measured. Related first estimates of radius measurability show that the radius can be determined to an accuracy of $\ensuremath{\delta}R\ensuremath{\sim}1\text{ }\text{ }\mathrm{km}$ at 100 Mpc.

Abstract: An essential characteristic of advanced practice nurses is the use of theory in practice. Clinical nurse specialists apply theory in providing or directing patient care, in their work as consultants to staff nurses, and as leaders influencing and facilitating system change. Knowledge of technology and pharmacology has far outpaced knowledge of how to facilitate health behavior change, and new theories are needed to better understand how practitioners can facilitate health behavior change. In this article, the Integrated Theory of Health Behavior Change is described, and an example of its use as foundation to intervention development is presented. The Integrated Theory of Health Behavior Change suggests that health behavior change can be enhanced by fostering knowledge and beliefs, increasing self-regulation skills and abilities, and enhancing social facilitation. Engagement in self-management behaviors is seen as the proximal outcome influencing the long-term distal outcome of improved health status. Person-centered interventions are directed to increasing knowledge and beliefs, self-regulation skills and abilities, and social facilitation. Using a theoretical framework improves clinical nurse specialist practice by focusing assessments, directing the use of best-practice interventions, and improving patient outcomes. Using theory fosters improved communication with other disciplines and enhances the management of complex clinical conditions by providing holistic, comprehensive care.

Abstract: The world economy is becoming increasingly cross‐cultural. During the next decades, as marketers enter new international markets, an understanding of how culture influences consumer behavior will be crucial for both managers and consumer researchers. This article presents a framework that integrates and reinterprets current research in cross‐cultural consumer behavior. The framework also serves to identify areas that need further research and can be used as a template for marketers seeking to understand their foreign consumers. The article also attempts to integrate from an applied perspective two distinct traditions in the study of culture and consumer behavior: the anthropological approach and the cross‐cultural psychology tradition.

Abstract: As I read the latest issue of the Learning Disability Quarterly,I was appreciative of the essay by King-Sears (2009) high- lighting the value of universal design for learning (UDL) to the learning disability community. The allure of UDL has captured the imagination of many educators and policy makers. The recent reau- thorization of the Higher Education Opportunity Act of 2008 (Public Law 110-315, Section 202, I, A), for example, requires col- leges of education that receive federal funding for teacher quality partnership grants to report on the outcomes of UDL training within their preservice preparation programs. King-Sears' efforts to encourage the learning disability community to dialogue about UDL are noteworthy and timely. Given that the King-Sears piece was featured as a "Commen- tary" article designed to spark conversation about contemporary topics, I would like to take this opportunity to extend the conver- sation and highlight nuances associated with translating UDL the- ory into practice. As someone who has been involved in helping individual teachers as well as schools, states, provinces, and policy makers translate UDL theory into practice, I am concerned about the ability of the profession to implement a construct that it can- not define.

Abstract: We extensively compare, qualitatively and quantitatively, 40 state-of-the-art models (28 salient object detection, 10 fixation prediction, 1 objectness, and 1 baseline) over 6 challenging datasets for the purpose of benchmarking salient object detection and segmentation methods. From the results obtained so far, our evaluation shows a consistent rapid progress over the last few years in terms of both accuracy and running time. The top contenders in this benchmark significantly outperform the models identified as the best in the previous benchmark conducted just two years ago. We find that the models designed specifically for salient object detection generally work better than models in closely related areas, which in turn provides a precise definition and suggests an appropriate treatment of this problem that distinguishes it from other problems. In particular, we analyze the influences of center bias and scene complexity in model performance, which, along with the hard cases for state-of-the-art models, provide useful hints towards constructing more challenging large scale datasets and better saliency models. Finally, we propose probable solutions for tackling several open problems such as evaluation scores and dataset bias, which also suggest future research directions in the rapidly-growing field of salient object detection.
